RECOMMENDATION(S)
Recommendation
1. Approve a non-financial Interconnection Security Agreement with the United States Forest Service Law Enforcement and Investigations to provide network interconnectivity for the period of January 24, 2023, through January 23, 2028.
2. Direct the Clerk of the Board of Supervisors to maintain confidentiality of the Interconnection Security Agreement as designated by the United States Forest Service Law Enforcement and Investigations security classification.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Interconnection Security Agreement (ISA) is non-financial in nature.
BACKGROUND INFORMATION
The Innovation and Technology Department (ITD) provides Wide Area Network (WAN) connectivity to the County’s telecommunication network for multiple outside agencies for the purpose of accessing computer information systems that are managed by the County. The Bureau of Land Management (BLM) uses the United States (US) Forest Service Law Enforcement and Investigations (USFS) network to receive their WAN connection from ITD. BLM’s WAN connection from ITD is required for the purpose of providing Federal Interagency Communications Center (FICC) dispatchers’ access to the California Law Enforcement Telecommunications system (CLETS), which access is provided by the San Bernardino County Sheriff’s Department (Sheriff).
Approval of Recommendation No.1 will approve a non-financial ISA with the USFS for the period of January 24, 2023, through January 23, 2028. The ISA is required by USFS to establish appropriate use of security technologies and measures, which are implemented by ITD to provide a secure network connection that allows access to CLETS. The Sheriff is responsible for the exchange of criminal offender record information and other criminal justice information between FICC and nationwide criminal justice agencies.
Approval of Recommendation No. 2 will direct the Clerk of the Board of Supervisors to maintain confidentiality of the ISA as designated by the USFS security classification, which has designated the ISA as “Sensitive But Unclassified/Sensitive Security Information - Disseminate on a Need-To-Know Basis only.”
ITD recommends approval of the ISA to allow the continued provision of WAN connectivity services to BLM.
