Recommendation

Approve Program Supplement Agreement No. F131 to Master Agreement No. 08-5954F15, between the County of San Bernardino and the State of California Department of Transportation, which allocates $375,519 of federal Emergency Relief funds as reimbursement for the $386,600 in costs for the restoration of Mount Baldy Road, in the Mount Baldy area.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost for the restoration of Mount Baldy Road as a result of the February 2019 storm damage, from 0.11 miles southwest of Mount Baldy Zen Center to the parking lot at 0.28 miles northeast of Mount Baldy Road (Project) was $386,600. The majority of the restoration work will be reimbursed through federal Emergency Relief funds administered by the State of California Department of Transportation (Caltrans) ($375,519).  Emergency Relief funds reimburse 100% of the costs incurred for work completed in 180 days after the disaster declaration date of February 15, 2019. Reimbursable costs included debris removal and shoulder repair. Permanent restoration of the roadway is reimbursed at 88.53%. The remaining Department of Public Works (Department) share of cost for the Project, 11.47% was $11,081. The restoration costs were appropriated under the Department of Public Works (Department) 2018-19 Road Operations budget (6650002000 567450020).

 

BACKGROUND INFORMATION

Beginning on February 12, 2019 a significant atmospheric river system swept across California, damaging roads and highways throughout the State. Mount Baldy Road in the Mount Baldy area experienced significant shoulder damage and minor pavement damage during the storm. The roadway was cleared of debris and the wash channel adjacent to the road was also cleared. Repairs to Mount Baldy Road were completed expeditiously to restore essential traffic and to protect the road and prevent further damage.

 

In accordance with Master Agreement No. 08-5954F15, approval of a Program Supplement Agreement is required for each specific Project and prior to the County invoicing for reimbursement of costs associated with the Project. This Program Supplement is governed by Master Agreement No. 08-5954F15, between the County and Caltrans that was approved by the Board of Supervisors (Board) on July 26, 2016 (Item No. 29). The Program Supplement Agreement sets out special covenants as a condition for the local agency to receive federal-aid through the State for a designated project. The Program Supplement Agreement also identifies the type of funds available for reimbursement. 

 

A blanket resolution designating the Chairperson of the Board as the authorized signatory for Caltrans Master Agreements and Program Supplements is also on today’s agenda.  If the blanket resolution is adopted, it eliminates the need to include a specific recommendation in this item to authorize the Chairperson of the Board to sign the Program Supplement Agreement.

 

The item meets the County and Chief Executive Officer’s goals and objectives by working cooperatively with Caltrans to ensure that the necessary agreements are processed in accordance with Caltrans guidelines to receive federal funds as reimbursement for project costs.
