RECOMMENDATION(S)
Recommendation
1. Accept grant award (Award No. 2 H80CS00657-23-00), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Service Area Competition under the Health Center Program, for continued operational support of the Federally Qualified Health Centers, in the amount of $954,933, for the period of March 1, 2024 through February 28, 2025.
2. Accept grant award (Award No. 6 H80CS00657-23-01), from the United States Department of Health and Human Services, Health Resources and Services Administration for the Service Area Competition under the Health Center Program, for continued operational support of the Federally Qualified Health Centers, in the amount of $190,987, for the period of March 1, 2024 through February 28, 2025.
3. Authorize the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Department of Public Health to execute any subsequent non-substantive amendments and documents for Award No. 2 H80CS00657-23-00 and Award No. 6 H80CS00657-23-01, subject to review by County Counsel.
4. Direct the Director of the Department of Public Health to transmit all non-substantive amendments for Award No. 2 H80CS00657-23-00 and Award No. 6 H80CS00657-23-01 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant awards in the amount of $954,933 and $190,987 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) do not require a match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
Every three years, health centers apply for funding under the Health Center Program’s Service Area Competition (Competition). Through the Competition, organizations compete for operational support funding which supports health care services to patients served by DPH’s Federally Qualified Health Centers (FQHC). DPH applied for and received a three-year award for a term of March 1, 2024 through February 28, 2027. However, funding is issued annually. The funding from HRSA will continue to provide a variety of operations support services to DPH’s four FQHCs located in Adelanto, Hesperia, Ontario, and San Bernardino. Grant funding will be used to continue to support primary care, maternal health, pediatric care, HIV treatment, gynecology and reproductive health services, dental and nutrition services, and mental health services to an estimated 13,075 adults and children annually.
On August 8, 2023 (Item No. 35) and September 12, 2023 (Item No. 42), the Board of Supervisors (Board) approved Phase 1 and Phase 2, respectively, of the grant application to HRSA for the Competition under the Health Center Program for FQHC operational support, in the amount of $2,291,840 annually (grant amount includes both Phases 1 and 2), for the period of March 1, 2024 through February 28, 2027.
On January 18, 2024, DPH received the grant award (Award No. 2 H80CS00657-23-00) from HRSA for partial funding in the amount of $954,933, for the period of March 1, 2024 through February 28, 2025.
On February 2, 2024, DPH received an additional grant award (Award No. 6 H80CS00657-23-01) from HRSA for funding in the amount of $190,987 for the period of March 1, 2024 through February 28, 2025, for a combined total of $1,145,920. DPH will return to the Board to accept further funding from HRSA for the period of March 1, 2024 through February 28, 2025, if and when it is received.
This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews. Approval by the Board at this time will not impact DPH’s FQHC services or activities.
