RECOMMENDATION(S)

Recommendation

1.                     Find that the Chino Airport Perimeter Fence Replacement Project is exempt under California Environmental Quality Act Guidelines, Section 15301, Class 1, Subsection (l)(4), Existing Facilities, Section 15303, Class 3, Subsection (e), New Construction, and Section 15311, Class 11, Subsection (a), Accessory Structures.

2.                     Approve the plans and specifications for the Chino Airport Perimeter Fence Replacement Project, located at 7000 Merrill Avenue in Chino.

3.                     Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Chino Airport Perimeter Fence Replacement Project.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption for the Chino Airport Perimeter Fence Replacement Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Chino Airport Perimeter Fence Replacement Project (Project) (WBSE 10.10.1022) budget of $2,100,471 is funded with Department of Airports capital improvement funds as approved by the San Bernardino County (County) Board of Supervisors (Board) as part of the 2022-23 Capital Improvement Program (CIP) budget. Approval of the necessary appropriation and revenue adjustments are not requested at this time but will be included in a future Board Agenda Item presented to the Board for approval.   

 

BACKGROUND INFORMATION

Approval of the recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located at Chino Airport (Airport).  The Project is part of the Department of Airports Branding and Beautification Project and will replace and upgrade 9,200 linear feet of existing fencing with new ornamental fencing and construct three free standing monument signs.  The new fencing will be located on the perimeter of the Airport on Euclid Avenue from the corner of Merrill to Kimball Avenue and on Merrill Avenue from the corner of Euclid Avenue and ending at Cal Aero Drive. The new monument signs will be built at the corner of Euclid and Kimball Avenue, the corner of Euclid and Merrill Avenue, and at Cal Aero Drive.

 

Since 1961, the County has operated the Airport as a public airport for commercial, industrial and aviation use. Past and present operations consist of a flight academy, aircraft sales and storage, modification of military aircraft, various manufacturing, crop dusting, aircraft restoration and maintenance repair shops, aircraft painting, aircraft stripping and washing services, mixing and loading of fire-retardant chemicals for forest fires, and a maintenance and operational facility for the United States Forest Service aircraft. The Airport also houses two air museums, Planes of Fame and Yanks Air Museums, which are open to the public.

 

The existing fencing is currently in poor condition due to natural weather conditions and normal wear and tear. As required by the Federal Airport Administration, the Project will improve safety and security against unauthorized entrants and wildlife at the Airport and improve the aesthetic appearance of the Airport to the surrounding community and prospective businesses.

 

It is recommended that the Board determine the project be categorically exempt under California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations) Section 15301, Class 1, Subsection (l)(4) demolition and removal of accessory structures including fences, Section 15303, Class 3, Subsection (e) construction of accessory structures including fences,  and Section 15311, Class 11, Subsection (a) construction of minor structures to existing facilities, including on-premise signs. As evidenced by the Notice of Exemption, the removal and replacement of the exterior fencing and the construction of monument signs is consistent with Class 1, Class 3, and Class 11 exemptions and therefore will not have a significant environmental impact. No additional CEQA review is required at this time.

 

This Project is consistent with County Administrative Office approved CIP No. 21-012.

 

PROCUREMENT

PFMD will advertise for competitive bids for the Project on Friday, June 16, 2023. A Mandatory Pre-Bid Meeting for prospective bidders is scheduled on June 28, 2023, at 10:00 a.m. at 7000 Merrill Avenue, in Chino. The bid opening for the Project is scheduled for July 19, 2023, at 10:00 a.m. at PFMD.

 

Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
