Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve an agreement with Transcend Health, LLC for the provision of comprehensive health assessment and health monitoring services, in an amount not-to-exceed $473,200, for the contract period of January 28, 2025, through January 27, 2027, with three one-year options to extend the term.

FINANCIAL IMPACT

Approval of the recommended agreement will not result in the use of Discretionary General Funding (Net County Cost).  On November 14, 2023 (Item No. 86), the San Bernardino County Fire Protection District’s (SBCFPD) Board of Directors (Board) accepted Fiscal Year 2022 Assistance to Firefighters Grant (AFG) Award from the Federal Emergency Management Agency (FEMA).  The not-to-exceed amount of $473,200 will be funded with $411,478 from the AFG award and $61,722 from the required SBCFPD match.  Sufficient appropriation is included in SBCFPD’s 2024-25 budget and will be included in future recommended budgets, as necessary. 

 

BACKGROUND INFORMATION

SBCFPD is a community-based, all-hazard emergency services organization that provides various services dedicated to the protection of life and property of the public it serves.  Services and specialized programs include, but are not limited to, Emergency Medical Services (EMS), helicopter rescues, dozers, fire hazard abatement and hazardous materials response. 

 

SBCFPD plans to implement a wellness program for all firefighters and EMS staff who choose to participate. This program will provide optional comprehensive health assessment and monitoring services for SBCFPD firefighting and EMS employees to align with the National Fire Protection Association (NFPA) 1582 standards. The NFPA is a nonprofit organization that aims to reduce the number of deaths, injuries, and economic losses caused by fire and related hazards by developing fire codes and safety standards that dictate best practices in the fire industry. NFPA 1582 is the standard used to establish minimum requirements for comprehensive medical programs for fire departments.  The comprehensive health assessment and health monitoring services SBCFPD plans to implement and make available to all firefighters and EMS staff who voluntarily choose to participate in this program, meets the NFPA 1582 standards and will help with early diagnosis of job-related illness, including cancer, diabetes, cardiovascular disease, and other ailments.  Early diagnosis of job-related illness can significantly benefit employee longevity and overall well-being.  The devices used for the health monitoring may be provided by SBCFPD or employees will have the option to utilize their own personal device. 

 

Approval of the recommended agreement will allow SBCFPD to enter into a comprehensive health assessment and health monitoring services agreement with Transcend Health, LLC (Transcend) for the period of January 28, 2025, through January 27, 2027, with three one-year options to extend the term. This item will be partially funded through funding that was accepted by the Board on November 14, 2023 (Item No. 86), for Fiscal Year 2022 Assistance to Firefighters Grant (AFG) Award from the Federal Emergency Management Agency (FEMA).  Having this item on today’s agenda will ensure that SBCFPD is in alignment with the timeline for the AFG requirements.

 

SBCFPD reserves the right to terminate the recommended agreement with Transcend for any reason, with a 30-day written notice of termination.

 

PROCUREMENT

On July 5, 2024, SBCFPD and the Purchasing Department (Purchasing) released Request for Proposals (RFP) No. FPD124-FIREA-5404 through the County’s Electronic Procurement Network (ePro) to solicit proposals from interested and qualified vendors for comprehensive health assessment and health monitoring services.  Two vendors submitted their proposals: Transcend and Pinnacle Training Systems, LLC.

 

A five-member committee of subject matter experts from the County’s Human Resources Department and SBCFPD’s EMS, Training, and Administrative units evaluated the proposals using the following evaluation criteria:  Qualifications and Experience, Technical Review, Cost, Demonstration, and References.

 

Based on the competitive evaluation results, Transcend was the highest-ranked proposal by the evaluation panel and is recommended for the award of this agreement. The other proposer was notified of this recommendation and no appeals were received.
