RECOMMENDATION(S)

Recommendation

Acting as the governing body of County Service Area 70 M Wonder Valley:

1.                     Declare Equipment No. 051908 a 2012 John Deere Motor Grader (Vehicle Identification Number 1DW672GXKCE644116), with an estimated value between $80,000 and $110,000, as surplus and no longer capable of meeting the needs of County Service Area 70 M Wonder Valley.

2.                     Authorize the sale of the surplus fixed asset identified in Recommendation No. 1, to be coordinated through the County Purchasing Department - Surplus Property Division.

3.                     Authorize the Director of Fleet Management to execute all necessary documentation to transfer title of the surplus fixed asset.

4.                     Authorize County Service Area 70 M Wonder Valley to retain the proceeds from the sale of the surplus fixed asset identified in Recommendation No. 1 and deposit such proceeds into the Wonder Valley Operating Fund to repay loan used to purchase new motor grader.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Proceeds from the sale of the 2012 John Deere Motor Grader (Equipment), with an estimated value between $80,000 and $110,000, will be received by County Service Area 70 M Wonder Valley (CSA 70 M) for use in repayment of a $280,000 loan to CSA 70 M for purchase of the new motor grader.

 

BACKGROUND INFORMATION

The Department of Public Works - Special Districts provides road-grading services for approximately 178 miles of roadway in CSA 70 M. On October 24, 2023 (Item No. 49), the Board of Supervisors (Board) approved a budget adjustment to use CSA 70 M Wonder Valley available reserves, along with proceeds from CSA 70 (Countywide) Revolving Loan funds, to purchase a new motor grader, as this Equipment had exceeded its useful life. A new motor grader able to meet the needs of CSA 70 M and replace the Equipment has been purchased.  Upon surplus declaration, the Equipment will be sent to the County’s contract auction vendor for disposition. This action will be coordinated through the County Purchasing Department.

 

The estimated value of the Equipment (between $80,000 and $110,000) was provided by the Fleet Management Department based on similar sales of motor graders with generally the same year and engine hours. County Policy No. 12-18 requires Board approval to surplus equipment with an estimated value of $10,000 or more.
