RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Stopping, Standing, or Parking/Tow-Away Zone,” pursuant to County Code 52.0132(a) on the:

a.                     North side of Lake Drive from 90 feet east of Wildrose Lane easterly for 75 feet in the Crestline area.

b.                     South side of Lake Drive from 205 feet west of the Lake Gregory Drive curb return easterly for 65 feet in the Crestline area.

c.                      North side of Lake Drive from 215 feet west of the Lake Gregory Place curb return easterly for 52 feet in the Crestline area.

2.                     Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget.

 

BACKGROUND INFORMATION

The Mountain Area Regional Transit Authority (Mountain Transit) provides fixed routes and other transit services throughout the rural San Bernardino Mountain communities of the Big Bear Valley, Crestline, Lake Arrowhead, and Running Springs.  Mountain Transit has a bus stop located on the north side of Lake Drive, approximately 120 feet east of Wildrose Lane in Crestline. Mountain Transit has expressed concerns regarding vehicles parking within the road right-of-way which hinders buses from safely accessing the bus stop. to the bus stop Implementing parking restrictions at this location will enhance safety, allowing buses to maneuver efficiently into the bus stop without disrupting traffic or posing risks of unnecessary rear-end collisions. Lake Drive is a two-lane mountain major highway with one lane of travel in each direction.

 

A request to establish a “No Stopping, Standing, or Parking/ Tow-Away Zone” was received, prompting the Department to conduct a traffic engineering investigation along Lake Drive. Based upon the Department’s traffic engineering investigation, the Department recommends the Board of Supervisors  establish a “No Stopping, Standing, or Parking/Tow-Away Zone” on the north side of Lake Drive from 90 feet east of Wildrose Lane easterly for a distance of 75 feet, in the Crestline area, on the south side of Lake Drive from 205 feet west of the Lake Gregory Drive curb return easterly for 65 feet in the Crestline area, and on the north side of Lake Drive from 215 feet west of the Lake Gregory Place curb return easterly for 52 feet in the Crestline area, pursuant to County Code 52.0132(a).

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes the posting of four “No Stopping, Standing, or Parking/Tow-Away Zone” signs per County Code Section 52.0132(a) to assist in improving bus stop access for Mountain Transit buses.
