RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a grant application to the South Coast Air Quality Management District, for the Invest Clean grant, in the amount of $1,400,000, for the period of November 18, 2025, to April 30, 2028.
2. Authorize the Director or Deputy Director of the Fleet Management Department, as required by the South Coast Air Quality Management District, to execute the grant application documents and any subsequent non-substantive amendments necessary, on behalf of the County, subject to review by County Counsel.
3. Adopt Resolution approving the Invest Clean grant application with the South Coast Air Quality Management District to fund the San Bernardino County Fleet Management Electric Vehicle Charging Infrastructure Project.
4. Direct the Director or Deputy Director of the Fleet Management Department to transmit the grant application and any subsequent non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Fleet Management Department (Fleet) is an internal service fund, and its operational costs are financed through Board of Supervisors (Board) approved rates charged to customers. The Invest Clean grant offers rebate-based incentives to offset the cost of eligible charging equipment that directly supports Class 4 to 8 medium heavy duty (MHD) and heavy heavy duty (HHD) goods movement vehicles. The total project cost is estimated at $2,400,581. The proposed grant application requests $1,400,000. Budget adjustments are not requested at this time. If the grant application is approved, Fleet will present another Board item to accept the grant award, and request budget adjustments to accept the grant funding, and the use of an available net position to fund the remaining project cost of $1,000,581.
BACKGROUND INFORMATION
Fleet is actively assessing fleet needs, identifying suitable Zero Emission Vehicle (ZEV) options, and developing a transition strategy that balances regulatory compliance with operational demands.
The State of California has committed to a sustainable future, establishing regulations that require all vehicle purchases to transition to ZEVs by 2035. Additionally, the California Air Resources Board’s (CARB) Advanced Clean Fleets (ACF) regulation, effective January 2024, mandates a phased transition of medium- and heavy-duty vehicles in local government fleets to ZEVs by 2035.
In July 2024, the U.S. Environmental Protection Agency (EPA) awarded funding to the South Coast Air Quality Management District (South Coast AQMD) to implement the Invest Clean grant within the Los Angeles-Long Beach-Anaheim and Riverside-San Bernardino-Ontario Metropolitan Statistical Areas (MSAs).
Fleet intends to submit the Invest Clean grant application under Measure 1: Charging Infrastructure Deployment Incentive Program. This program provides incentive funding to support the installation of fast-charging infrastructure that will enable the timely deployment of battery-electric medium- and heavy-duty vehicles, including Class 4-8 goods movement vehicles, across the region. The EV Charging Infrastructure Project would include Part A, which is the installation of one Kempower 400kW distributed charging station system with one power cabinet and six single port dispensers at 210 N. Lena Road. Each dispenser has a maximum charging power of up to 400 kW. The project also includes, Part B, the installation of four Kempower 400kW distributed charging station systems with a total of four power cabinets and 24 single port charging dispensers drawing a maximum of 1600kW in total. Each dispenser has a maximum charging power of up to 400 kW.
Upon Board approval, the grant application will be submitted by November 28, 2025. Application evaluations are expected to begin in November 2025, followed by rebate agreement execution in early 2026. Charging stations are anticipated to be commissioned by March 2028.
