Body
COUNTY AND CHIEF EXECUTIVE OFFICER GOALS & OBJECTIVES
Provide for the Safety, Health and Social Service Needs of County Residents.
FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The increase of $225,000 will be funded with the Independent Living Allocation and is 62% ($139,500) federal and 38% ($85,500) 2011 Realignment funds. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2023-24 budget.
BACKGROUND INFORMATION
The recommended amendment with Walden Family Services will allow Children and Family Services (CFS) to continue providing Independent Living Program (ILP) Extended Care services through June 30, 2024, and will update the standard contract language to include Executive Order N-6-22 Russian Sanctions and the Campaign Contribution Disclosure.
ILP Extended Care services enable foster youth to secure the skills that are necessary to exit the dependency court system and become self-sufficient. Federal and state law authorizes payments to establish and administer programs that assist foster youth with the transition from dependency to independent self-sufficient living. CFS manages a variety of programs to assist foster youth through this transition, both directly and through contracted agencies. CFS anticipates that the recommended amendment to extend the contract with Walden Family Services for nine months and add additional funding of $225,000 will provide ILP Extended Care Services to 52 dependents, at a cost of approximately $4,300 per dependent.
To ensure foster youth have access to ILP services, CFS has provided ILP Extended Care Services through contracted agencies since 1985. ILP Extended Care includes, but is not limited to education assistance and counseling, legal assistance and counseling, career preparation, job placement and retention training, vocational assessment and training, crisis counseling, housing assistance and home management, emergency assistance, financial management and credit counseling, healthcare, parenting skills, interpersonal/social skills and time management training, and transportation arrangement. Independent living skills help foster youth who are dependents or wards of the County develop the skills to meet their needs in the community and successfully transition into independent living upon their exit from the foster care system.
