Recommendation

Approve Amendment No. 1 to Agreement No. 24-96 with Southland Farmers’ Market Association, Inc. to clarify the parties’ responsibilities and to provide compensation to the County for hosting the weekly farmers’ market at Arrowhead Regional Medical Center, with no change to the contract term of March 25, 2024 through March 24, 2029.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Southland Farmers’ Market Association, Inc. (Association) will compensate the County at a rate of $500 per month. These revenues will offset Arrowhead Regional Medical Center’s (ARMC) expenses in hosting the farmer’s market. 

 

BACKGROUND INFORMATION

On January 23, 2024 (Item No. 7), the Board of Supervisors (Board) approved Agreement No. 24-96 between the County and the Association for the operation of a weekly certified farmers’ market at ARMC for the term of March 25, 2024 through March 24, 2029, with no financial consideration.

 

The Association, a 501(c)(6) nonprofit, has operated the certified farmers’ market at ARMC since 2014 and is responsible for securing permits and licenses, providing insurance coverage, recruiting growers, and covering most of the costs associated with operating the farmers’ market. The market provides fresh, nutritious produce directly from local California farmers to ARMC patients, staff, and visitors.

 

Since 2022, the farmers’ market has expanded significantly, creating additional site maintenance and upkeep needs. To help offset these County-incurred costs, Amendment No. 1 clarifies the County’s responsibilities in hosting the market and requires the Association to compensate the County at a rate of $500 per month ($6,000 annually), invoiced quarterly, for a total of $30,000 over the contract term.

 

ARMC recommends approval of this Amendment to support the County’s goal of operating in a fiscally responsible and business-like manner while also advancing the Countywide Vision of providing for the health and wellness of residents through access to fresh and nutritious food.
