RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 39 to Contract No. 94-526 with the City of Yucaipa, effective October 1, 2023, for the Sheriff/Coroner/Public Administrator’s provision of law enforcement services, increasing the contract amount by $216,764, from $12,628,608 to $12,845,372, with no change to the term of July 1, 2023 through June 30, 2024.

2.                     Approve Amendment No. 32 to Contract No. 94-832 with the Town of Yucca Valley, effective October 1, 2023, for the Sheriff/Coroner/Public Administrator’s provision of law enforcement services, increasing the contract amount by $23,611, from $6,319,147 to $6,342,758, with no change to the term of July 1, 2023 through June 30, 2024.

3.                     Authorize the addition of one regular Deputy Sheriff position, Safety Unit, R16 ($76,357-$120,120 annually) for the City of Yucaipa.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total increase in revenue of $240,375 is due to changes to law enforcement service levels requested by the City of Yucaipa (Yucaipa) and the Town of Yucca Valley (Yucca Valley), as detailed in the Background Information section.  The County is reimbursed for the direct costs of providing law enforcement services and for various contract administration costs. Approval of the necessary budget adjustments for the service level change is not requested at this time but will be included in the Mid-Year Budget Report presented to the Board of Supervisors (Board) for approval, if necessary.

 

BACKGROUND INFORMATION

The Sheriff/Coroner/Public Administrator (Department) is the primary law enforcement agency for the County, including several cities within its jurisdiction that contract for law enforcement services.

 

On June 27, 2023 (Item No. 113), the Board approved Amendment No. 38 to Contract No. 94-526 with Yucaipa and Amendment No. 31 to Contract No. 94-832 with Yucca Valley, for the period of July 1, 2023 through June 30, 2024. The proposed amendments, to be effective October 1, 2023, include service level adjustments to add one Deputy Sheriff (School Resource Officer) and one vehicle for Yucaipa and the addition of a K-9 vehicle for Yucca Valley. 

 

Approval of Recommendation No. 3 will expedite the hiring process to meet the requested city contract service levels. All of the Department’s law enforcement contracts provide for termination by either party upon one year advance written notice.
