Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District:
1. Approve Amendment No. 6 to Revenue Agreement No. 18-354 with the Fontana Fire Protection District, increasing the annual amount by $4,422,288 (from $33,014,437 to $37,436,725) beginning in 2021-22 to compensate San Bernardino County Fire Protection District for its costs of providing fire protection and emergency medical services to the Fontana Fire Protection District, with all other contract terms remaining in effect until June 30, 2038.
2. Authorize the addition of one new position classified as Engineer (Job Code 47113) for enhanced services to the Fontana Fire Protection District.
3. Approve the reclassification of Position No. 53190 from Firefighter-Paramedic (Job Code 47112) to Captain (Job Code 47114) for enhanced services to the Fontana Fire Protection District.

FINANCIAL IMPACT
Approval of this amendment will not result in the use of additional Discretionary General Funding (Net County Cost) as San Bernardino County Fire Protection District (SBCFPD) will receive $37,436,725 from the Fontana Fire Protection District (District) for the costs of providing the subject services in 2021-22. This amount represents a $4,422,288 increase from prior year that includes additional compensation for, but not limited to, the following:
• Increased salary and benefit expenses from negotiated MOUs with the labor unions.
• Addition of 6 positions (3 Firefighter-Paramedics and 3 Firefighter-Emergency Medical Technicians), which were approved by the Board of Directors (Board) as part of SBCFPD’s 2021-22 budget adoption, to establish a new Medic Squad for Station 79 in Fontana.
• Addition of one Engineer position (Recommendation No. 2).
• Reclassification of Position No. 53190 from Firefighter-Paramedic to Captain (Recommendation No. 3).
With the exception of the classification actions listed in Recommendations No. 2 and No. 3, appropriation and revenue for this agreement are included in SBCFPD’s 2021-22 budget. Budgetary adjustments pertaining to Recommendations No. 2 and No. 3 will be included in a future quarterly budget report for Board approval. The estimated annual cost of these two classification actions is approximately $347,000.
BACKGROUND INFORMATION
On June 26, 2018 (Item No. 80), the Board approved Agreement No. 18-354 for SBCFPD to provide fire protection, prevention, investigations and medical related emergency services to the District. The term of the agreement is for 20 years, ending on June 30, 2038. The compensation amount for providing services is adjusted annually based on various factors.
To date, Agreement No. 18-354 has been amended five times. The Board approved the most recent of these amendments (Amendment No. 5) on November 17, 2020 (Item No. 88). This amendment established $33,014,437 as the compensation amount to SBCFPD for services provided in 2020-21.
Approval of Amendment No. 6 will increase the annual amount of Agreement No. 18-354 by $4,422,288 (from $33,014,437 to $37,436,725) effective 2021-22 to compensate SBCFPD for the additional costs of providing service, including the following classification requests:
• New Engineer position for the District’s Joint Team. In conjunction with the City of Fontana (City) Police Department and Behavioral Health professionals, this team will be at the forefront in developing awareness and procedures for emergency calls that involve mental health and other types of social issues.
• Reclassification of a Firefighter-Paramedic to Captain for work on the City’s Multiple Enforcement Team.
Both of these classification actions were requested by the District. All other terms of Agreement No. 18-354 shall remain the same.
