RECOMMENDATION(S)
Recommendation
1. Approve employment contract with John Brill, M.D., to provide services as Chief Medical Officer for Arrowhead Regional Medical Center, for an estimated cost of $1,158,955 as base salary for the term of the contract plus $202,829 for Exempt Group C benefits for a total of $1,361,784, $453,928 per year, effective August 8, 2023 through August 7, 2026.
2. Authorize the Director of Arrowhead Regional Medical Center to execute amendments to extend the term of the employment contract with John Brill, M.D., for a maximum of three successive one-year periods on behalf of the County, subject to County Counsel review.
3. Direct the Director of Arrowhead Regional Medical Center to transmit all employment contract amendments with John Brill, M. D., to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated annual cost of $386,318 plus County Benefits at $67,610, for a total of $453,928 annually, is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center’s (ARMC) 2023-24 budget and will be included in future recommended budgets.
The annual cost is subject to across-the-board salary adjustments (increases or decreases) provided to and at the same time as employees in Exempt Group C.
BACKGROUND INFORMATION
The Chief Medical Officer (CMO) will advise on the delivery of medical services provided by ARMC and make recommendations to improve, enhance, and modify services to the Hospital Director. The CMO will also have oversight of medical informatics and work in partnership with ARMC’s clinical informatics department, administration, and medical staff to make decisions regarding proposed computerized clinical processes.
The CMO will report directly to the ARMC Chief Operating Officer. The CMO will take an active leadership role in supporting ARMC and the County’s strategic plans, goals, and objectives to provide quality health care to the community and perform related duties as required. The full list of duties for CMO are included in the recommended employment contract.
The employment contract may be terminated by either party at any time, without cause, with a 90-day written notice to the other party and may be terminated for just cause immediately by the County.
PROCUREMENT
Dr. Brill has been providing services to ARMC as a consultant through a third-party vendor as the hospital’s contract Chief Medical Information Officer (CMIO) since August 2021. During his tenure, he has been instrumental in collaborating with the hospital medical staff and administration on key operational and strategic initiatives relating to patient safety and the hospital’s electronic medical record system. Dr. Brill was selected for this position due to his extensive experience as a former CMO, CMIO, and proven track record at ARMC over the past several years.
