RECOMMENDATION(S)

Recommendation

1.                     Reject all bids received on October 3, 2024, for the Pine View Drive and Blue Water Channel Project in the Big Bear Area, finding that the rejection of the bids is in the best general interest of the County.

2.                     Authorize an allocation of $850,000 from Discretionary General Funding for the Pine View Drive and Blue Water Channel Project in the Big Bear Area.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The Pine View Drive and Blue Water Channel Project in the Big Bear Area (Project) was originally funded by $8,000,000 of American Rescue Plan Act (ARPA) funding allocated to the Department of Public Works (Department) by the Board of Supervisors (Board) on June 25, 2024 (Item No. 86). Due to the ARPA funding constraints and the lowest bidder for the Project substantially exceeding the Project budget, the Department is requesting to remove the ARPA funding allocation from the Department’s 2024-25 Road Operations budget and is requesting a budget adjustment to allocate $850,000 in Discretionary General Funding to reimburse the Department for the efforts during the design phase of the Project.

BACKGROUND INFORMATION

The Project proposed channel improvements along Blue Water Drive south of the Big Bear Airport and pavement rehabilitation on Pine View Drive from Fairway Boulevard south to Sugarloaf Boulevard.

 

On October 3, 2024, the Department received three bids for the Project. The total bid for the apparent low bidder was substantially higher than the Engineer’s Estimate and exceeded the funding available for the Project. The Department is therefore recommending the Board reject all bids for the Project.

 

California Public Contract Code (PCC) Section 22038, in addition to the provisions in the plans and specifications, allows the Board to reject any bids presented.  The Department, in accordance with PCC section 22038, notified the apparent low bidder of the County’s intent to reject all bids.
