RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Parking” zone of commercial vehicles having a manufacturer’s gross vehicle weight rating exceeding 10,000 pounds, pursuant to County Code § 52.0128(a), on Sycamore Creek Drive and Clearwater Parkway and all adjacent local streets in the Rosena Ranch Community.

2.                     Directs the County Road Commissioner to place appropriate signs specifying applicable prohibitions on such streets or entrances to the limited access residential communities thereof and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2023-24 Road Operations budget.

 

BACKGROUND INFORMATION

The homeowner’s association (HOA) and California Highway Patrol (CHP) in the Rosena Ranch area expressed concerns regarding commercial vehicle and truck parking on the streets within the community, creating a nuisance and safety concerns to the residents. In response to these concerns, the Department conducted a traffic engineering investigation. The investigation found that large size trucks were stopping and parking on the streets within the Rosena Ranch community. The homeowners are experiencing truck noise at night and trucks have also created view obstructions at multiple driveways throughout the community.

 

In addition, the roadway pavement in Rosena Ranch community was not designed for continual use by the heavier weight vehicles, therefore, it is not desired to have commercial trucks utilizing or parking within this residential community. Due to conditions affecting the safety of the public utilizing the various roads identified on Exhibit A and Exhibit B of the Resolution within the Rosena Ranch community and pursuant to the findings of a traffic engineering investigation, the Department recommends establishing “No Parking” zones for commercial vehicles having a gross weight rating exceeding 10,000 pounds on Sycamore Creek Drive and Clearwater Parkway and all adjacent local streets in the Rosena Ranch Community, pursuant to County Code § 52.0128(a).

 

The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting signage pursuant to County Code § 52.0128(a), to assist in improving the safety of the motorists traveling along the roadway.

 

This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety of the traveling public by restricting parking on this stretch of roadway.
