Recommendation

Approve Amendment No. 1, effective October 9, 2019, to Contract No. 18-96 with Life Skills Awareness, decreasing the total contract amount by $60,000, from $578,907 to $518,907, to provide recidivism reduction services with no change to the total contract period of February 14, 2018 through August 15, 2020.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  These recidivism services, including the total of $518,907 for this contract, are 100% funded by the Board of State and Community Corrections (BSCC) for the Proposition 47 Grant Program and does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2019-20 budget and will be included in the 2020-21 recommended budget.

 

BACKGROUND INFORMATION

The purpose of the Proposition 47 Grant Program is to support individuals with a history of incarceration to reconnect with their family members, contribute to their communities, and decrease the possibility of reoffending.  This enables DPH to support these individuals through the provision of mental health services, substance abuse disorder treatment, and other support programs.  The funding also provides other community-based supportive services, including job skills training, peer advocacy, and transportation services.  It has been determined that due to the lack of transportation funding, clients are unable to commute to Life Skills Awareness for Mental Health, Substance Use and Job Training services.  After reviewing program expenditures and in an effort to increase program utilization rates, it is recommended to decrease the Life Skills Awareness contract amendment by $60,000 to fulfill an increased need for transportation services. Funds will be transferred to Faith Advisory Council for Community Transformation, DPH’s contracted provider for transportation services, in an effort to fulfill the need of transportation services. The decrease in Life Skills funding will not affect the continued provision of mental health and substance abuse services to support qualified individuals.

 

DPH will continue its collaboration with the Department of Behavioral Health, Probation Department, Law Offices of the Public Defender, Sheriff’s Department, Workforce Development Department, and the Support and Advocacy For Re-Entry and Transition (SAFE-T Net) Local Advisory Committee to provide social services, such as evidence-based substance abuse and mental health disorder treatment, to individuals recently released from incarceration, with the goal of decreasing recidivism rates in San Bernardino County.  The Local Advisory Committee includes members of County departments, faith-based organizations, advocacy groups, and community-based re-entry programs and members who were formerly incarcerated. 

 

DPH’s SAFE-T Net project supports the Countywide Vision by promoting public/private collaboration and projects to help meet the health and human services needs of San Bernardino County residents, making our communities safer through the successful re-entry and long-term success of formerly incarcerated individuals.

 

PROCUREMENT

On February 13, 2018 (Item No. 37), as the result of a formal procurement, the Board of Supervisors approved Contract No. 18-96 with Life Skills Awareness to provide recidivism reduction services in the amount of $578,907, for the period of February 14, 2018 through August 15, 2020.  Additional recidivism reduction support services are provided through contracts with other agencies executed under Purchasing Department’s authority, which includes Abundant Living Family Church - High Desert for peer advocacy services; Faith Advisory Council for Community Transformation for transportation services; and California State University San Bernardino for evaluation services.
