RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body for San Bernardino County, approve Amendment No. 1 to Agreement No. 19-449, effective July 1, 2024, between San Bernardino County and County Service Area 70 (Countywide) to continue providing preventative maintenance, emergency response, and support services, for the County-owned water and wastewater systems at all County Regional Parks, increasing the contract amount by $1,100,000, from $5,000,000 to a total amount not to exceed amount of $6,100,000, for the total term of July 1, 2019 through June 30, 2025.

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost) as Amendment No. 1 (Amendment) to Agreement No. 19-449 (Agreement) is funded by the County General Fund. The cost is estimated not to exceed $1,100,000 for the period July 1, 2024, through June 30, 2025. The revenue will be transferred from the County General Fund and received in the County Service Area 70 (CSA 70) Countywide budget (1056301378). Adequate appropriation and revenue have been included in CSA 70’s budget.

 

BACKGROUND INFORMATION

Approval of the Amendment to the Agreement will allow CSA 70 to continue to provide preventative maintenance, emergency response, and support services for County-owned water and wastewater systems located at all County Regional Parks. Services provided include inspections, flushing, and testing of potable domestic water distribution systems; maintenance and repair of water irrigation systems including routine inspections, equipment certification, and valve turning; and operation, repair, and maintenance of the water treatment systems including inspection, monitoring and sampling.

 

Services to the wastewater system include operation, repair, and maintenance of wastewater collection systems such as routine inspections, cleaning, and monitoring; and operation, repair, and maintenance of wastewater treatment plants including routine inspection, sampling, and testing. The Agreement also provides for the following services at Lake Gregory Dam: monitoring the weir, taking meter readings, visual inspections at eight points on the Dam, valve exercising, dam and basin inspections, inlet/outlet checks/clearing, and required reporting.

 

The Regional Parks Department (Regional Parks) is responsible for ensuring that water and wastewater system operations and maintenance are being conducted at all County Regional Park locations according to local, state, and federal regulatory requirements.  However, Regional Parks’ staff do not have the state certifications and experience necessary to meet all regulatory requirements. CSA 70 staff have the required state certifications and experience necessary to perform these activities.

 

Since 2013, through a Board of Supervisors (Board) approved Agreement, CSA 70 has provided Regional Parks with water and wastewater system operations, maintenance, and management services for County Regional Parks.  On June 25, 2019 (Item No. 74), the Board approved the current Agreement, allowing CSA 70 to provide water and wastewater system operations, maintenance, and management services to Regional Parks through June 30, 2024, with the ability to extend the term for two one-year increments.
