Recommendation

Approve Amendment No. 1 to Agreement No. 23-293 with Steris Corporation, for offsite sterile processing services, increasing the contract amount by $350,000 from $250,000 to $600,000, and extending the term by three months, for a total term of April 25, 2023 through July 24, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $350,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in the 2024-25 recommended budget.

 

BACKGROUND INFORMATION

Amendment No. 1 (Amendment) to Agreement No. 23-293 (Agreement) with Steris Corporation (Steris) will allow ARMC to increase the utilization of sterile processing services in support of the hospital’s Sterile Processing Department (SPD). The services include, but are not limited to: cleaning, decontamination, assembly and sterilization of medical grade instruments and surgical instrument trays. Steris’ services under the Agreement were utilized for the sterilization of the hospital’s Da Vinci Surgical System (Da Vinci) - a robotic system for minimally invasive, complex surgical procedures - at a much higher frequency than originally anticipated due to the unexpected increase in the number surgical cases. The hospital’s SPD does not have the capacity or equipment to clean the intricate equipment of the Da Vinci in accordance with the Instructions for Use (IFUs). Therefore, additional funding is requested for the Agreement with Steris as they have the capacity and equipment to clean and return the instruments in a timely manner. ARMC’s SPD will sterilize the instruments once they are cleaned and returned. The term extension will allow time for completion of a Request for Proposals (RFP).

 

On April 25, 2023 (Item No. 6), the Board of Supervisors approved the Agreement with Steris, including non-standard terms, for emergency sterile processing services in an amount not to exceed $250,000, for a period of one year from April 25, 2023 through April 24, 2024.

 

ARMC recommends approval of the Amendment to provide for the health and safety of County residents by providing support for the hospital’s sterilization services. These services are essential for medical staff at ARMC to provide safe and efficient patient care.

 

PROCUREMENT

The Purchasing Department continues to support this non-competitive procurement based on specialized expertise, credentials, and training. Steris has the specialized credentials, training and operational capacity to provide sterilization services for surgical instruments and systems as efficiently as needed to ensure there is no disruption to ARMC Operation Room procedures. A RFP is currently in progress for a long-term agreement for offsite sterile processing services.
