RECOMMENDATION(S)
Recommendation
1. Accept grant award in the amount of $375,208 from the City of Riverside - Office of Emergency Management for Fiscal Year 2024 Urban Area Security Initiative Grant Program funding, with a retroactive grant performance period of September 1, 2024 through January 1, 2027, for the purchase of three Cadaver Lift Tables, 82 Cadaver Storage Trays, Cybersecurity Operations Center Video Displays, three Wheelchair Ramp Kits, and the lease of Automated License Plate Recognition Systems.
2. Approve Memorandum of Understanding with the City of Riverside - Office of Emergency Management regarding the Fiscal Year 2024 Urban Area Security Initiative Grant Program funding terms and conditions.
3. Adopt the Proof of Authority, as required by the Memorandum of Understanding with the City of Riverside - Office of Emergency Management, in which the Board of Supervisors, on behalf of the County, agrees to the following:
a. Any liability arising out of the performance of the Memorandum of Understanding shall be the responsibility of the County and the Board of Supervisors.
b. Grant funds shall not be used to supplant expenditures controlled by the Board of Supervisors.
c. The official executing the Memorandum of Understanding is, in fact, authorized to do so.
4. Adopt Resolution authorizing the Chair of the Board, Chief Executive Officer, the Sheriff/Coroner/Public Administrator, or Undersheriff to proceed with the following actions in relation to the Fiscal Year 2024 Urban Area Security Initiative grant award:
a. Execute and file with the City of Riverside - Office of Emergency Management documents needed for grant award acceptance, including the Memorandum of Understanding, subject to review by County Counsel.
b. Act as signatories for reimbursement claims, performance reports, and other documents required to administer the grant.
c. Execute any non-substantive grant amendments, subject to review by County Counsel.
5. Authorize the Sheriff/Coroner/Public Administrator and/or Undersheriff to execute and submit the grant award letter to the City of Riverside - Office of Emergency Management to secure the grant funding.
6. Direct the Sheriff/Coroner/Public Administrator and/or Undersheriff to transmit the grant award letter, Memorandum of Understanding, and any non-substantive grant amendments, in relation to this grant award, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Fiscal Year 2024 Urban Areas Security Initiative (UASI) grant program award, in the amount of $375,208, will provide funding to purchase three cadaver lift tables, eighty-two cadaver storage trays, three wheelchair ramp kits, video displays for the Cybersecurity Operations Center, and the lease of automated license plate recognition (ALPR) systems. The lease of the ALPR systems will be terminated at the end of the grant performance period, if additional funding is not secured. Sufficient appropriation and revenue are included in the Sheriff/Coroner/Public Administrator’s (Department) 2025-26 recommended budget. No matching funds are required.
BACKGROUND INFORMATION
Since its inception in 2003, the intent of the UASI program has been to enhance regional preparedness in major metropolitan areas. UASI program funds address the unique planning, organization, equipment, training, and response needs of high-threat, high-density urban areas and assist in building capacity to prevent against, mitigate, respond to, and recover from acts of terrorism.
Eligible candidates for the Fiscal Year 2024 UASI program have been determined by an analysis of relative risk of terrorism faced by the 100 most populous metropolitan areas in the United States. A total of 41 urban areas are eligible for funding under the Fiscal Year 2024 UASI program, including the Riverside-San Bernardino-Ontario Urban Area, administered by the City of Riverside’s Office of Emergency Management (City). The UASI Approval Authority, comprised of Riverside, San Bernardino, and Ontario City Manager, the Riverside County Executive Officer (CEO), and the San Bernardino County CEO, recommend projects for funding and submit them to the California Office of Emergency Services for final approval.
On November 27, 2023, the Department submitted a proposal to the City to fund the purchase of three cadaver lift tables, eighty-two cadaver storage trays, three wheelchair ramp kits, video displays for the Cybersecurity Operations Center, and the lease of ALPR systems, for a total of $449,542, with Fiscal Year 2024 UASI funding.
On May 29, 2025, the Department received notification from the City that the grant award in the amount of $375,208 had been approved for the performance period of September 1, 2024, through January 1, 2027. The request for acceptance of the grant award is being submitted at the first available Board of Supervisor’s (Board) meeting upon completion of the legal, financial, and operational review process. Approval of these items will allow the Department to accept the Fiscal Year 2024 UASI grant award. All resources acquired through this award will enhance and strengthen the Department’s fight against domestic and international terrorism and assist the Coroner with performing death investigations.
Pursuant to County Policy 05-13, the Board must approve acceptance of all grant awards. County Counsel and Risk Management have reviewed and provided input on the proposed MOU.
