Recommendation
Approve and accept Amendment No. 1 to Agreement No. 25-146 (Grant Award No. 6 H89HA00032-32-01) from the United States Department of Health and Human Services, Health Resources and Services Administration, for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Project Grant, increasing the amount by $2,444,965, from $1,662,168 to $4,107,133, with no change to the period of March 1, 2025 through February 28, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The grant award (Grant Award No. 6 H89HA00032-32-01) in the amount of $2,444,965 from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Project Grant (Ryan White Part A) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH’s) 2025-26 budget.
BACKGROUND INFORMATION
HRSA provides Ryan White Part A funds for assistance in developing and enhancing access to a comprehensive continuum of high quality, community-based medical care and support services for low-income individuals with HIV and their families. DPH will use the funds to provide medical care and support services to approximately 47,100 people living with HIV/AIDS in San Bernardino and Riverside counties. Services provided include medical care, medical case management, mental health services, dental care, substance use disorder counseling services, early intervention services, medical nutrition therapy, transportation, housing, and food assistance.
The Ryan White Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. Ryan White Part A provides funding to areas disproportionately impacted by the disease with a goal of providing optimal HIV care and treatment to persons living with HIV who are low-income, uninsured, and/or underserved to improve health outcomes.
DPH is the acting lead agency for San Bernardino and Riverside Counties, with both counties first receiving funding in 1994. DPH administers the grant funds, including the development and submission of the annual grant application, acceptance of the grant award, procurement of service contracts, and assurance of compliance with federal grant requirements.
HRSA Ryan White Part A is an annually funded program with a three-year performance period. A competitive application is required for the first year of funding, followed by Non-Competing Continuation Progress Reports for years two and three.
On September 24, 2024 (Item No. 55), the Board of Supervisors (Board) approved the application for Ryan White Part A Program funding, in the anticipated amount of $9,460,867, for the period of March 1, 2025, through February 29, 2028.
On March 11, 2025 (Item No. 35), the Board approved Agreement No. 25-146 (Grant Award No. 2 H89HA00032-32-00) for Ryan White Part A in the amount of $1,662,168, for the period of March 1, 2025, through February 28, 2026.
On May 14, 2025, DPH received a notice of grant award (Grant Award No. 6 H89HA00032-32-01) to Amendment No. 1 to Grant Agreement No. 25-146 from HRSA for Ryan White Part A in the amount of $2,444,965, for the period of March 1, 2025, through February 28, 2026. DPH will use these grant funds to continue to provide primary healthcare and support services to people living with HIV/AIDS in San Bernardino and Riverside Counties. DPH will return to the Board to request acceptance of further funding for the Ryan White Part A Program, if and when received.
This item is being presented at this time as this is the first available date following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s Ryan White Program services or activities.
