Recommendation
1. Approve grant subaward agreement with Loma Linda University to accept funds in the amount of $60,000, for the Emergency Management Strategies to Decrease Opioid Deaths Project, for the term of February 27, 2024 through December 31, 2024.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The receipt of grant funds, in the amount of $60,000 from Loma Linda University, will help fund staff support, supplies, overhead, and incentives associated with the implementation of this subaward. No matching funds are required with this grant. The following budget adjustments for FY23-24 are requested:

BACKGROUND INFORMATION
Inland Counties Emergency Medical Agency (ICEMA) is the local Emergency Medical Services (EMS) agency for the counties of San Bernardino, Inyo, and Mono. ICEMA administers State and local codes and regulations governing the provision of emergency medical care to the sick and injured at the scene of an emergency and during transport to a care facility.
Loma Linda University engaged ICEMA, as the local EMS agency, to partner efforts to help address the ongoing national opioid crisis at the local level. This agreement between Loma Linda University, as grantee, and ICEMA, a sub-awardee, is for funds to support the implementation, training, and data reporting of naloxone (commonly Narcan) leave behind program. Narcan leave behind programs are initiatives aimed at distributing naloxone kits to individuals or organizations that may encounter opioid overdoses. Narcan is an effective medication that can be used to reverse or reduce opioid overdoses, namely Fentanyl.
This program’s focus is to train participating EMS agencies to use and leave behind Narcan in situations where a future overdose is anticipated. As part of the program, data on the use and distribution of Narcan will be collected, along with patient contact information voluntarily provided. A substance abuse navigator will use this information to engage patients and offer them long-term treatment options. The ultimate goal is patient sobriety through effective treatment programs. The data collected will track program effectiveness and highlight geographic areas where future community outreach efforts should be targeted. This program is a vital tool to combat the ongoing opioid crisis.
Approval of this grant subaward agreement will provide ICEMA grant funds to support training and tracking of the Emergency Management Strategies to Decrease Opioid Deaths project. Loma Linda University will provide ICEMA with access to materials, training, and technical assistance for navigators, clinicians, nurses, and other hospital staff and stakeholders.
The grant subaward agreement is in the amount of $60,000 and awarded to ICEMA, for a term ending December 31, 2024. Either party may terminate this agreement for cause with 30 days’ notice. This agreement also does not contain indemnification for or by either party. Pursuant to County Policy 05-13, Board of Directors approval is needed to accept the grant award and approve the grant subaward agreement with Loma Linda University.
