RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve an allocation of $75,000 from the 2023-24 Fifth District’s Board of Supervisors operating budget to the Bloomington Recreation and Park District for the Kessler Park Picnic Table Project.
b. Approve Contract with Bloomington Recreation and Park District to provide funding for the purchase and installation of picnic tables and a barbecue at Kessler Park for the Kessler Park Picnic Table Project in the amount of $75,000, for the contract term of March 12, 2024 through March 11, 2025.
c. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section, to provide funding for the Kessler Park Picnic Table Project.
2. Acting as the governing body of Bloomington Recreation and Park District:
a. Approve Contract with San Bernardino County to receive funding for the Kessler Park Picnic Table Project in the amount of $75,000, for the contract term of March 12, 2024 through March 11, 2025.
b. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget increases of $75,000, as detailed in the Financial Impact section, to the Bloomington Recreation and Park District’s 2023-24 Capital Improvement Program budget for the Kessler Park Picnic Table Project (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional General Funding (Net County Cost). This item recommends allocating $75,000 from the Fifth District’s operating budget for the Kessler Park Picnic Table Project (Project). Sufficient appropriation exists within the Fifth District’s 2023-24 operating budget to fund this Project.

BACKGROUND INFORMATION
Kessler Park (Park) is located within the Bloomington Recreation and Park District (District), which encompasses the community of Bloomington. The Department of Public Works - Special Districts (Department), through its Operations Division, directly manages, operates and maintains the District, including the Park.
The existing picnic tables in the Park have become worn and vandalized over time. Additionally, the large picnic table shelter does not have any existing barbecues available for the public. The Project consists of removing and disposing of approximately 14 existing picnic tables, and the purchase and installation of 18 new concrete picnic tables throughout the Park, as well as a new barbecue. The concrete material of the new picnic tables is durable and easy to clean should any vandalism occur. With these funds, the Department will be able to add consistency to the tables and receptacles throughout the Park.
This item seeks approval of a contract between San Bernardino County and the District in the amount of $75,000 to fund the Project.
