RECOMMENDATION(S)

Recommendation

1.                     Approve Cooperative Agreement with the City of Redlands, wherein the County will contribute $815,066 and the City of Redlands will contribute $3,862,311, towards the estimated total cost of $4,677,377 for the Pavement Improvement Project on Lugonia Avenue and Other Roads in the Redlands area, effective upon execution by both parties through December 31, 2028, or project completion and final payment, whichever occurs first.

2.                     Authorize the Director of the Department of Public Works or a Deputy Director of the Department of Public Works, to increase the County’s contribution amount up to 10% for contingency, from $815,066 to $896,573, should improvement costs necessitate such an increase.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated total cost of the Pavement Improvements on Lugonia Avenue and Other Roads project in the Redlands area (Project) is $4,677,377. The Department of Public Works (Department) is requesting to fund the County’s share, estimated to be $815,066 plus 10% contingency costs, with the Countywide Road Improvements General Fund Reserve. The remaining cost of the Project, estimated to be $3,862,311, will be funded by the City of Redlands (City). Approval of the necessary budget adjustments are not requested at this time, but will be included on a future countywide budget report presented to the Board of Supervisors (Board) for approval.

 

BACKGROUND INFORMATION

The Project is primarily in the City’s jurisdiction with two segments within the County’s jurisdiction.  These segments are (1) California Street, between Almond Avenue and Palmetto Avenue, and (2) Lugonia Avenue, between Nevada Street and Alabama Street. Construction of the Project is of mutual benefit to the City and County. The work primarily consists of milling the existing pavement and overlaying the pavement with new rubberized asphalt hot mix. The contract award for the Project construction is scheduled for October 1, 2024.

 

In accordance with the provisions of the proposed Cooperative Agreement, the City will serve as the lead agency in the design, utility relocation, construction, construction engineering, inspection, California Environmental Quality Act (CEQA) compliance phases of the Project. Unless terminated prior to the award of the construction contract, the proposed Cooperative Agreement will terminate upon completion of the Project and final payment by the County, or on December 31, 2028, whichever occurs first. The City approved the Cooperative Agreement on September 17, 2024.

 

To prevent delays in Project completion, this item also recommends that the Board authorize the Director of the Department, or a Department Deputy Director, to increase the County’s contribution amount under the proposed Cooperative Agreement by up to 10%, from $815,066 to $896,573, should improvement costs necessitate such an increase.

 

The Project meets the County and the Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced and sustainable County by preserving and improving the structural integrity of the existing road surfaces. Furthermore, execution of the Cooperative Agreement will allow the County to meet its goals and objectives by working cooperatively with the City.
