Accept grant award (Award No. 09HE000668-01-00) from the United States Department of Health and Human Services, Administration for Children and Families for the Head Start and Early Head Start Programs, for costs incurred from December 27, 2020, in the prevention, preparation, and response to COVID-19, in the amount of $1,300,187, for the period of April 1, 2021 through March 31, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $1,300,187 from the United States Department of Health and Human Services, Administration for Children and Families (ACF) for the Head Start and Early Head Start Programs one-time COVID-19 funding includes an approved Non-Federal Match Waiver. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2020-21 and 2021-22 budgets, and will be included in future recommended budgets.
BACKGROUND INFORMATION
PSD operates the Head Start Program, Early Head Start Program, and State Preschool Program in San Bernardino County. The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing the school readiness of young children in economically disadvantaged families. Throughout the COVID-19 pandemic, PSD’s Head Start Program and Early Head Start Program have continued to provide program services to children by transitioning to virtual learning/engagement.
ACF is providing one-time funding to support activities pertaining to the prevention, preparation, and response to the COVID-19 pandemic. These COVID-19 funds can be used for Preschool Services’ COVID-19 related expenses incurred from December 27, 2020 in response to the public health emergency. PSD will utilize the COVID-19 funds to purchase safety items at all PSD Head Start locations to enable staff to remain safe and follow COVID-19 safety protocols implemented at each site. In addition, the COVID-19 funds will be utilized for continued support of distance learning, telecommuting, program salaries and benefits, and contracted services.
On April 22, 2021, PSD received the grant award (Award No. 09HE000668-01-00) from ACF in COVID-19 funding for the Head Start and Early Head Start Programs, in the amount of $1,300,187, for the period of April 1, 2021 through March 31, 2023.
This item is being presented at this time, as this is the first date available following the required operation, fiscal, and legal review. Approval by the Board of Supervisors at this time will not impact PSD’s Head Start and Early Head Start services and activities.
