RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District, approve revenue agreements with the following entities for their participation in the Household Hazardous Waste Collection Program from July 1, 2021 through June 30, 2026:

1.                     Big Bear City Community Services District in the amount of $5,521.00 per year, for total compensation of $27,605.00.

2.                     City of Highland in the amount of $48,875.56 per year, for total compensation of $244,377.80.

3.                     City of Needles in the amount of $6,342.74 per year, for total compensation of $31,713.70.

FINANCIAL IMPACT

Approval of these revenue agreements will not result in the use of Discretionary General Funding (Net County Cost). The San Bernardino County Fire Protection District (SBCFPD), Household Hazardous Waste (HHW) Division will receive $60,739.30 annually (for a total of $303,696.50 over the five-year term of the agreements) in consideration for services provided under these agreements.  Appropriation and revenue relative to these agreements will be included in SBCFPD’s recommended budget for 2021-22 and subsequent years.

BACKGROUND INFORMATION

The California Public Resources Code (Section 47000 et seq.) requires cities and counties to provide household hazardous waste collection programs for the safe collection, recycling, treatment, and disposal of hazardous waste generated by households and should be separated from the solid waste stream.

 

SBCFPD recognized the need to work in conjunction with the County’s cities/towns to properly manage the disposal of household hazardous waste. Accordingly, the County of San Bernardino and the cities/towns developed a countywide cooperative program for the collection and management of household hazardous waste and pharmaceutical waste excluding controlled substances.  This program, known as the Household Hazardous Waste Collection Program (HHWCP), is operated by SBCFPD’s HHW Division.  SBCFPD contracts with the County’s cities/towns, excluding the City of Fontana who operates its own program, for participation in the HHWCP.

 

Existing agreements with the Big Bear City Community Services District (BBCCSD), City of Highland (Highland), and City of Needles (Needles) for participation in the HHWCP are all scheduled to end on June 30, 2021. BBCCSD, Highland, and Needles desire to continue to protect the welfare of its residents and personnel through the removal of hazardous waste from homes so that the waste will not pose a danger in the event of a fire. The recommended agreements will allow their participation in the HHWCP to continue for five more years through June 30, 2026.   

 

Approval of the recommended agreements will formalize the terms, conditions, and obligations of each party as they relate to participation in the HHWCP.  In accordance with these agreements, SBCFPD will be responsible for managing household hazardous waste generated by the residents of BBCCSD, Highland and Needles.  SBCFPD will also be responsible for providing annual waste reports to the applicable public agency.
