Recommendation
Approve Amendment No. 1 to the following contracts for Environmental Prevention Strategies and Services, updating contract language and increasing the combined amount by $2,236,132, from $9,000,000 to $11,236,132, with no change to the contract period of July 1, 2021 through December 31, 2025:
1. Institute for Public Strategies, Contract No. 21-433, increasing the amount by $559,033, from $2,466,000 to $3,025,033.
2. Mental Health Systems, Inc., Contract No. 21-434, increasing the amount by $559,033, from $2,610,000 to $3,169,033.
3. Reach Out West End, Contract No. 21-435, increasing the amount by $559,033, from $2,574,000 to $3,133,033.
4. Rim Family Services, Contract No. 21-436, increasing the amount by $559,033, from $1,350,000 to $1,909,033.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $2,236,132 will be funded through the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) and the American Rescue Plan Act (ARPA) supplemental grants. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder services to San Bernardino County residents who are experiencing mental illness and/or substance use disorders. An integral part of the service delivery system consists of prevention programs designed to promote health, wellness, and resilience and reduce risk of factors known to contribute to the development of behavioral health problems. The recommended amendments to Environmental Prevention Strategies and Services contracts will increase the combined contract amount by $2,236,132 with no change to the contract period of July 1, 2021 through December 31, 2025. In addition, the contract language for Rim Family Services, Contract No. 21-436, is amended to more accurately indicate the areas served. The increase for these services is from COVID-19 relief funds awarded by the state of California to San Bernardino County for program enhancement. DBH expects to increase community outreach, events and media campaigns.
Environmental prevention program services are designed to provide effective community-level results through the use of five integrated strategies. These evidence-based strategies include data collection and analysis, community organizing, policy development based on environmental or community condition change, media advocacy, and enforcement. These strategies were developed to produce changes in the community environment and align with four primary Substance Use Disorder (SUD) Prevention Initiatives: Underage and Binge Drinking Initiative, Methamphetamine and Other Controlled Substances Initiative, Marijuana Initiative and Synthetic Drugs Initiative. The program objective is to achieve positive change in order to reduce SUD issues among youth in San Bernardino County. DBH has provided these countywide services through contracted providers since 2007.
PROCUREMENT
On June 8, 2021 (Item No. 23), as a result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 21-433 with Institute for Public Strategies in the amount of $2,466,000, Contract No. 21-434 with Mental Health Systems, Inc. in the amount of $2,610,000, Contract No. 21-435 with Reach Out West End in the amount of $2,574,000, and Contract No. 21-436 with Rim Family Services in the amount of $1,350,000, for the period of July 1, 2021 through December 31, 2025.
DBH will continue to monitor contractor performance on a regular basis to ensure compliance standards are met by reviewing monthly reports and conducting bi-annual site visits to review procedures, service delivery components and applicable laws and regulations, and provider invoices reviewed to ensure service accuracy. The provider invoices will continue to be reviewed and approved by DBH Fiscal for payment and verify total cost prior to issuing payment.
