RECOMMENDATION(S)
Recommendation
1. Authorize the Purchasing Agent to issue purchase orders to Motorola Solutions, Inc., using the terms of Master Customer Agreement No. 23-1220, in an amount not to exceed $9,015,174.86, for radio system hardware, maintenance and support, software, and professional services, for the period of October 21, 2025 through November 13, 2028.
2. Approve a budget adjustment for the Valley Communication Center Project in San Bernardino, in the amount of $601,017, increasing the total project budget from $124,981,367 to $125,582,384, for the purchase of equipment and supplies not included in the original scope of work.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments for the 2025-26 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The purchase orders, totaling $9,015,174.86, will be supported by the project’s existing budget, which is funded by the American Rescue Plan Act and Discretionary General Funding. The cost of the purchase of equipment and supplies under Recommendation No. 2 in the amount of $601,017 will be allocated as follows: $134,702 from Consolidated Fire Agencies (CONFIRE), $151,207 from the Office of Emergency Services (OES), and $315,108 from the Sheriff/Coroner/Public Administrator (Sheriff). The increase will be financed by CONFIRE through a transfer to the project budget and OES through the reallocation of operational savings. Funds from the Sheriff’s budget were transferred to the project budget in the prior year to fund their share of costs under Recommendation No. 2.
The following budget adjustments are necessary to increase the Valley Communication Center Project’s (Project) budget and transfer funds to the Capital Improvement Program Budget.

BACKGROUND INFORMATION
The Project consists of a new three-story, 75,085 gross square foot building on a 6.85-acre site. Once completed, the Project will be a new mission-critical facility that will be operational 24 hours per day, 365 days per year, as the primary Emergency Operations Center in the San Bernardino Valley, replacing the existing facility housed in the Miro Way Complex in Rialto.
The new facility will be occupied by the Sheriff, OES, San Bernardino County Fire Protection District, CONFIRE, Inland Counties Emergency Medical Agency, Innovation and Technology Department, and Project and Facilities Management Department (PFMD).
On September 11, 2012 (Item No. 30), the Board of Supervisors (Board) found that it was in the best interest of the County to continue the use of Motorola Solutions, Inc. (Motorola) radio equipment and services as the standard for the Public Safety Radio Upgrade project. This standardization is to be maintained throughout the useful life of the upgraded system, not-to-exceed 15 years.
On November 14, 2023 (Item No. 43), the Board approved Master Customer Agreement No. 23-1220 with Motorola for radio system hardware, maintenance and support, software, and professional services, including deployment and training support for the County’s Public Safety Radio system, in an amount not-to-exceed $5,217,795, for the period of November 14, 2023 through November 13, 2028.
Approval of this item will allow the Purchasing Agent to issue additional purchase orders using the terms and conditions of Master Customer Agreement No. 23-1220, in an amount not to exceed $9,015,174.86, to allow PFMD to procure the necessary public safety radio equipment and services for the Project, which will serve as the primary Emergency Operations Center in the San Bernardino Valley.
Additionally, approval of this item will enable CONFIRE, OES, and the Sheriff to procure critical equipment and supplies such as a satellite phone system, network switch, earthquake detection system, and workstation equipment. This will provide OES with the essential technology and infrastructure necessary to ensure operational readiness, including robust network capabilities, upgraded computer systems, emergency communications assets, and early detection tools. As the facility will function as the County’s primary Emergency Operations Center, resiliency and interoperability requirements were further refined during the design and implementation phases through interagency coordination and collaboration among OES, CONFIRE, and PFMD. These refinements identified the need for additional equipment and supplies that were not part of the original scope of work.
