RECOMMENDATION(S)
Recommendation
Adopt a Resolution that:
1. Rescinds an existing 35 mile per hour speed zone on Lytle Creek Road, from 4.24 miles north of Sierra Avenue to 5.24 miles north of Sierra Avenue, pursuant to County Code section 52.0123(b).
2. Establishes a 35 mile per hour speed zone on Lytle Creek Road, from 4.24 miles north of Sierra Avenue to 5.15 miles north of Sierra Avenue, pursuant to County Code section 52.0123(b).
3. Rescinds an existing 25 mile per hour speed zone on Lytle Creek Road, from 5.24 miles north of Sierra Avenue to 6.30 miles north of Sierra Avenue, pursuant to County Code section 52.0123(b).
4. Establishes a 25 mile per hour speed zone on Lytle Creek Road, from 5.15 miles north of Sierra Avenue to 6.30 miles north of Sierra Avenue, pursuant to County Code section 52.0123(b), as this speed limit is the most appropriate to facilitate the orderly movement of traffic and is reasonable and safe.
5. Direct the County Road Commissioner to perform such acts as are necessary to implement the terms of this Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Minor administrative costs to update the Department of Public Works’ (Department) records and post appropriate signage will be financed by Gas Tax revenue. Sufficient appropriation and revenue have been included in the Department’s 2022-23 Road Operations budget.
BACKGROUND INFORMATION
The United States Forest Service (USFS) initiated a project for the construction of a parking lot on Lytle Creek Road, approximately 5.24 miles north of Sierra Avenue. During the design phase, it was discovered that the existing 35 miles speed zone will cause a sight distance issue for vehicles entering and exiting the proposed parking lot from Lytle Creek Road. In response to the request from the USFS, the County’s Department of Public Works (Department) reviewed the design provided by USFS and conducted an Engineering and Traffic Survey (E&TS). Based on the findings of the E&TS, the Department recommends rescinding and re-establishing the 35 miles per hour speed zone and the 25 miles per hour speed zone on Lytle Creek Road. This will create approximately an additional 500 feet of 25 miles per hour speed zone to address the sight distance issue for vehicles entering and exiting the proposed parking lot from Lytle Creek Road, which is appropriate to facilitate the orderly movement of traffic. This action will result in an approximate 500 feet reduction of the 35 miles per hour speed zone.
