RECOMMENDATION(S)
Recommendation
1. Approve Contract with the City of Rialto to contribute funding from the 2025-26 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Gym Improvement Project at Carl Johnson Center and the Outdoor Court Renovation and Conversion Project at Fergusson Park, in the not-to-exceed amount of $323,000, for the period of September 23, 2025 through September 22, 2027.
2. Approve Contract with the City of Loma Linda to contribute funding from the 2025-26 Third District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards a new Restaurant Grant Program aimed at encouraging the opening of new sit-down restaurants in Loma Linda, in the not-to-exceed amount of $22,500, for the period of September 23, 2025 through September 22, 2026.
3. Approve Contract with the San Bernardino City Unified School District to contribute funding from the 2025-26 Fifth District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the Curtis Middle School Field of Dreams Project, in the not-to-exceed amount of $3,000,000, for the period of September 23, 2025 through September 22, 2028.
4. Approve contract with The Regents of the University of California to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget towards the From the Garden to the Kitchen Program, in the not-to-exceed amount of $10,000, for the period of September 23, 2025 through September 22, 2026, and waive the requirement in County Policy 05-10 for a financial matching contribution of at least 25% from The Regents of the University of California.
5. Approve an allocation of $43,372 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to assist the San Bernardino County Sheriff/Coroner/Public Administrator Department with their Fontana Station Interview Rooms Remodel project.
6. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.
The projects under Recommendation Nos. 1 and 3 will be funded by the Fifth District’s Priorities Program budget.
The project under Recommendation No. 2 will be funded by the Third District’s Priorities Program budget.
The projects under Recommendation Nos. 4 and 5 will be funded by the Second District’s Priorities Program budget.
The following budget adjustments listed under Recommendation No. 6 will allocate sufficient appropriations to the San Bernardino County Sheriff/Coroner/Public Administrator’s (Sheriff) 2025-26 budget to assist with their Fontana Station Interview Rooms Remodel project.

BACKGROUND INFORMATION
Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents. Projects under the Priorities Program are based on District Supervisor discretion and are presented by the Chief Executive Officer (CEO) for Board approval.
Recommendation No. 1 will assist the City of Rialto (Rialto) by providing funding from the Fifth District towards the Gym Improvement Project at Carl Johnson Center and the Outdoor Court Renovation and Conversion Project at Fergusson Park. Funding in the amount of $203,000 will be used to paint the interior gym walls, resurface the gym floors, replace outdated winches and bleachers at Carl Johnson Center and the remaining $120,000 will be used to resurface two and a half basketball courts, replace three basketball posts, backboards, and hoops, resurface one tennis court, and convert one tennis court into four permanent pickleball courts at Fergusson Park. This contract serves the public purpose of providing for the health and social service needs of the County residents by supporting parks and recreation initiatives to enhance the quality of life for the communities. Rialto acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.
Recommendation No. 2 will assist the City of Loma Linda (Loma Linda) by providing funding from the Third District to assist Loma Linda to establish the Restaurant Grant Program (Program) aimed at encouraging the opening of new sit-down restaurants in Loma Linda by offering three $10,000 grants to support permitting and start-tup costs. This contract serves the public purpose of providing for the health and social needs of County residents and creating, maintaining and growing jobs and economic values in the County. Loma Linda acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.
Recommendation No. 3 will assist the San Bernardino City Unified School District (SBCUSD) by providing funding from the Fifth District towards the Curtis Middle School Field of Dreams Project located at 1050 Del Rosa Avenue in San Bernardino. The total project cost is estimated to be $4,000,000, including $3,000,000 to be funded by the Fifth District and $1,000,000 by SBCUSD. The funding will be used to plan, design and construct the Field of Dreams Project at Curtis Middle School which includes a multi-use little league baseball field. This contract serves the public purpose of providing for the health, recreation and social service needs of the County residents by supporting SBCUSD in their sports and recreation initiatives to enhance the quality of life for students and the community. SBCUSD acknowledges and agrees that it will make a matching contribution of at least 25% of the total cost of the project per County Policy 05-10.
Recommendation No. 4 will assist The Regents of the University of California (RUC) towards the From the Garden to the Kitchen Program (Program), to teach county residents how to grow their own food and herbs through their Master Gardener and Master Food Preserver classes. Kits that include materials for herb gardening, vegetable planting, and food safety will be provided to support hands-on learning. This contract serves the public purpose of promoting the health, educational and social service needs of county residents. It is requested to waive RUC’s matching contribution of at least 25% of the cost because RUC supports education as the governing body of the University of California system, and the Program aims to promote healthy communities, food security, self-sufficiency, and public education in the County.
Recommendation No. 5 will provide funding to assist Sheriff with the remodeling and soundproofing of two interview rooms at Fontana Station. These interview rooms, including one designated soft room for sensitive interactions with children and families, are critical to conducting investigative work. These spaces facilitate interviews with victims, witnesses, and families. Both rooms are outdated and upgrading them is necessary to align with best practices, improve the quality of investigations, and support positive outcomes for all involved. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department. Recommendation No. 6 will allocate sufficient appropriations in the 2025-26 Sheriff budget to assist with the Fontana Station Interview Rooms Remodel project.
Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the identified Supervisor, may extend the terms of the contracts, in writing, under the following conditions:
a. In aggregate, all extensions do not exceed 12 calendar months;
b. Is specifically requested by the contractor;
c. Will not change the project goals or scope of services;
d. Is in the best interest of the County and contractor in performing the scope of services under the contract; and
e. Does not alter the amount of compensation under the contract.
Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10. Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
