RECOMMENDATION(S)

Recommendation

Approve contracts with the following agencies to provide services for senior nutrition programs pursuant to the Modernization of Older Californian’s Act, in a total amount not to exceed $1,077,852, over the contract period of October 1, 2024, through September 30, 2025:

1.                     Seafood Ranch Grill Inc. for $697,852.

2.                     True Escape Marriage and Family Therapy for $290,000.

3.                     Victor Valley Community Services Council for $90,000.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total cost of $1,077,852 for the nutrition services is 100% State funded by the Modernization of Older Californians Act (MOCA) and will not require an additional match. Adequate appropriation and revenue have been included in the 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department of Aging and Adult Services (DAAS) offers a wide variety of programs designed to help seniors and adults living with disabilities. DAAS operates senior nutrition programs in the County to provide nourishing meals, nutrition education, and companionship to older individuals and their spouses with an intent to reduce hunger, food insecurity, and malnutrition while also promoting socialization.

 

With the population of Californians over the age of 60 increasing, reinvestment into Older Californians Act programs is essential. Through funding from the California Department of Aging (CDA), MOCA seeks to modernize, advance, and expand various established Older Americans Act Title IIIC Senior Nutrition Programs and introduce additional, innovative community-based service programs that address the evolving needs of older adults.

 

DAAS will utilize the MOCA funding to provide modernized nutrition services to current senior nutrition participants, as well as to appeal to new clients. Services include, but are not limited to, “To-Go” meals for pick up as well as delivery of meals, intergenerational activities to bring Older Californians Nutrition Program (OCNP) participants together or with individuals under the age of 60, improvement to the current OCNP nutrition infrastructure, and access to education and distribution of nutritious food products to low-income older individuals.

 

Contractor performance will be measured by reviewing monthly reports to monitor compliance with the administrative, fiscal and program requirements of the contract. The program requirements include minimum unit requirements and unduplicated client numbers to promote the wellbeing of as many older adults and adults with disabilities as possible. The contracts may be terminated by the County immediately, in the event that funds are not available, and without cause by serving a written notice to any contractor 30 days in advance of termination.

 

Approval of this item will allow DAAS to contract with the agencies listed in the Recommendation to provide services to over 1,200 older adults and adults with disabilities throughout the County.

 

PROCUREMENT

On April 26, 2024, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP) to solicit proposals from qualified agencies to provide nutrition services to older adults and adults with disabilities pursuant to the guidelines of MOCA funding. RFP No. DAAS124-OAAGI-5267 was posted on the County’s Electronic Procurement Network, ePro, and mailed to prospective vendors. A formal procurement was conducted, and five responsive proposals were received as follows:

The proposals were evaluated by a panel, made up of County subject matter experts, to determine the best value for the County. Based on that evaluation, all responsive bidders were awarded, and nonresponsive bidders were notified by letter on July 22, 2024. No formal protests were received within the allowable period. During contract negotiations, Hilltop Collection Restaurant and Banquet Center declined to contract with the County.
