RECOMMENDATION(S)
Recommendation
1. Accept a grant award (Federal Award No. 15PBJA-24-GG-00388-BRND) from the United States Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, under the FY 2024 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program, in the amount of $1,500,000, for the period of July 1, 2024, through June 30, 2025.
2. Authorize the Chief Executive Officer, Sheriff/Coroner/Public Administrator, or assigned Grant Administrator, as required by the Bureau of Justice Assistance, to electronically accept the grant award terms and conditions for the FY 2024 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program.
3. Authorize the Auditor-Controller/Treasurer/Tax Collector to post adjustments to the Sheriff/Coroner/Public Administrator’s 2024-25 budget, as detailed in the Financial Impact section (Four votes required).
4. Direct the Sheriff/Coroner/Public Administrator to transmit the executed FY 2024 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program award documents, including the terms and conditions, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item may result in the use of additional Discretionary General Funding (Net County Cost). The federal funding awarded will help to fund implementation of an updated standardized taser platform and expansion of the use of the body worn cameras to specialized stations and County detention centers. A request for additional discretionary general funding is not requested at this time but may be submitted to the Board of Supervisors (Board) for approval in the future.
The Sheriff/Coroner/Public Administrator (Department) budget for 2024-25 includes revenue and expenditures in the amount of $1,500,000 for the FY 2024 Byrne Discretionary Community Project Grants/Byrne Discretionary Grants Program award (Byrne Grant Program); $750,000 is included in both the Operations budget unit (4430001000) and the Detentions budget unit (4420001000). The Department requests to transfer $143,350 from the Operations budget unit to the Detentions budget unit to complete the Byrne Grant Program requirements.
The Department requests the Auditor-Controller/Treasurer/Tax Collector post the adjustments to the Department’s 2024-25 budget, as detailed below:

BACKGROUND INFORMATION
On April 23, 2024, the United States Department of Justice, Office of Justice Programs (OJP), Bureau of Justice Assistance, invited all eligible recipients, limited to those identified in the Congressional Joint Explanatory Statement for projects designated for funding in the Consolidated Appropriations Act, 2024 (Public Law No. 118-42), to apply for funding that supports projects to improve the functioning of the criminal justice system, to prevent or combat juvenile delinquency and to assist victims of crime (other than compensation).
On June 6, 2024, the Department submitted an application to the Byrne Grant Program. On August 15, 2024, the Department was notified of the $1,500,000 award, and is required to accept the award by September 30, 2024. Funds will be allocated to support the expansion of the body-worn camera (BWC) system and purchase of tasers.
On February 28, 2023 (Item No. 66), the Board approved Contract No. 23-145 with Axon Enterprise for a BWC system, in the total amount of $6,561,335, for the period of March 1, 2023 through February 29, 2028. A BWC is an effective resource that captures unalterable audio and video of daily interactions between Department personnel and citizens, including the use of force, and can be used as evidence in criminal cases. The use of BWC improves transparency and accountability. Initial rollout of BWCs to patrol stations was completed on May 14, 2024. Of the award, $893,350 will be used to expand the use of BWCs to specialized stations and County detention facilities.
In addition, the Department’s existing taser platform is out of warranty and no longer supported by the vendor. The Department is moving to an updated standardized taser platform to ensure all sworn staff are provided with a less-lethal option to carry out their law enforcement duties. Of the award, $606,650 will be used to purchase 113 tasers.
