RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolution to establish a “No Parking of Vehicles/Tow-Away Zone” pursuant to County Code Section 52.0132(a):

a.                     Along the north side of Glen Helen Parkway from the I-15 southbound off-ramp, west for a distance of 1,550 feet, in the Lytle Creek area

b.                     Along the south side of Glen Helen Parkway from the I-15 southbound off-ramp, west for a distance of 1,350 feet, in the Lytle Creek area.

2.                     Direct the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and the cost to install and maintain signage for the “No Parking of Vehicles/Tow-Away Zones” are minimal and will be funded by Gas Tax Revenue. Sufficient appropriation is included in the Department’s 2021-22 Road Operations budget.

 

BACKGROUND INFORMATION

Subsequent to complaints raised by concerned residents and law enforcement, the Department conducted a traffic engineering investigation on Glen Helen Parkway in the Lytle Creek area. Glen Helen Parkway is a major highway with a wide graded dirt shoulder that exists on both sides of the roadway. The concerns expressed were: (1) truckers are increasingly parking overnight along the segment of roadway; (2) truckers are running their generators in this fire prone area; and (3) truckers are dumping their trash, which gets blown around by the high winds in the area.  All of the concerns listed above are causing public health and safety issues. To control these issues, the Department recommends the Board of Supervisors establish a “No Parking of Vehicles/Tow-Away Zone” for all vehicles along Glen Helen Parkway, from the I-15 southbound off-ramp, west for a distance of 1,550 feet on the north side and 1,350 feet on the south side pursuant to County Code Section 52.0132(a) under Title 5, Division 2.

 

The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting the signages per County Code Section 52.0132(a), to assist in improving the safety of the motorists traveling along the roadway.
