Approve Amendment No. 4 to Contract No. 20-495 with Easter Seals Southern California, Inc., to provide Early Head Start and Head Start Program services, revising the budget to carryover the unexpended funds in the amount of $99,414 from program year 2020-21 to program year 2021-22, with no change to the total contract amount of $15,556,439, or the contract period of July 1, 2020 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended amendment transfers unexpended funds in the amount of $99,414 from program year 2020-21 to program year 2021-22. The total contract amount remains unchanged in the amount of $15,556,439, which is federally funded through the Administration for Children and Families, Coronavirus Aid, Relief, and Economic Security Act, and American Rescue Plan of 2021 funding. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
PSD operates the Early Head Start, Head Start, and State Preschool programs and serves more than 3,400 children in 31 locations through direct services in San Bernardino County. These programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing family engagement and the school readiness of young children in economically disadvantaged families. Since 1999, PSD has provided these programs through a combination of direct and contracted services. PSD currently contracts with six agencies to service approximately 856 eligible children and their families annually for the Early Head Start and Head Start Programs.
The approval of the recommended amendment will allow Easter Seals Southern California, Inc. (ESSC) to spend and/or obligate the unexpended funds by June 30, 2022, for supplies, building maintenance and repair, and staff training to provide additional comprehensive child development and family services to eligible Children and families, and to enhance children’s safety and health measures. As these are federal carryover funds, should Easter Seals be unable to expend the funds by June 30, 2022, the funds will be obligated by June 30, 2022, to allow receiving of goods and services prior to August 31, 2022.
ESSC’s performance will be monitored by review of monthly reports and an annual site visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. ESSC will cooperate with the County in the implementation, monitoring and evaluation of this contract, and comply with any and all reporting requirements established by this contract. ESSC’s charges must be for services provided to eligible beneficiaries under this funded Program. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The contract may be terminated without cause by the County with 30 days written notice.
PROCUREMENT
On June 23, 2020 (Item No. 56), as the result of a formal procurement, the Board of Supervisors (Board) approved Contract No. 20-495 with ESSC to provide Head Start and Early Head Start Program services, in the amount of $13,730,472, for the contract period of July 1, 2020, through June 30, 2023.
On October 6, 2020 (Item No. 23), the Board approved Amendment No. 1 to Contract No. 20-495 with ESSC increasing the amount by $619,813, from $13,730,472 to $14,350,285, with no change to the contract period of July 1, 2020, through June 30, 2023.
On June 22, 2021 (Item No. 52), the Board approved Amendment No. 2 to Contract No. 20-495 with ESSC, increasing the amount by $70,000, from $14,350,285 to $14,420,285, with no change to the contract period of July 1, 2020, through June 30, 2023.
On September 14, 2021 (Item No. 27), the Board approved Amendment No. 3 to Contract No. 20-495 with ESSC increasing the amount by $1,136,154, from $14,420,285 to $15,556,439, with no change to the contract period of July 1, 2020, through June 30, 2023.
