RECOMMENDATION(S)

Recommendation

1.                     Approve Contract with Fontana Police K-9 Pals to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to provide essential support for police dogs, in the not-to-exceed amount of $10,000, for the period of January 13, 2026 through January 12, 2027.

2.                     Approve Contract with Etiwanda Wrestling Booster Club, Inc. to contribute funding from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to provide financial support to the Etiwanda High School Girls Wrestling Team, in the not-to-exceed amount of $20,000, for the period of January 13, 2026 through January 12, 2027.

3.                     Approve Contract with the Boys & Girls Club of Fontana to support the All Hands on Decks youth music education program for youth members of the Boys & Girls Club of Fontana, in the amount of $0 but utilizing the remaining funds previously awarded under Contract No. 22-89 and Contract No. 23-1377 in the not-to-exceed amount of $200,000, effective for the period of January 13, 2026 through January 12, 2027.

4.                     Approve an allocation of $20,000 from the 2025-26 Second District’s Board of Supervisors Discretionary Fund - District Specific Priorities Program budget to collaborate with the San Bernardino County Department of Behavioral Health on The Reel Reality project, a youth-driven film contest and awareness campaign.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). On September 21, 2021 (Item No. 18), November 16, 2021 (Item No. 33), February 6, 2024 (Item No. 61), June 11, 2024 (Item No. 110), April 29, 2025 (Item No. 86), and June 10, 2025 (Item No. 136), the Board of Supervisors (Board) approved an allocation of $4 million, $7 million, $6 million, $3 million, $2.5 million, and $2.5 million, respectively, to the Board Discretionary Fund - District Specific Priorities Program (Priorities Program), for each of the five supervisorial districts for projects that meet a public purpose, and provide services to citizens that promote health, safety, economic well-being, and other public services that enhance quality of life and meet the needs of County residents. On an annual basis, unspent appropriations for discretionary funding will be carried over into the subsequent year’s budget.

 

The recommended projects will be funded by the Second District’s Priorities Program budget.

 

BACKGROUND INFORMATION

Priorities Program projects help promote the vision of a complete County by recognizing the unique traits of each Supervisorial District and, thereby, allow individual Board Districts to work with community partners through County services and contractual agreements to identify programs, projects, and initiatives that support the vision, meet a public purpose and provide services to residents that promote health, safety, economic well-being, education, recreation, and other public services that enhance quality of life and meet the needs of the County’s residents.  Projects under the Priorities Program are based on District Supervisor discretion and are presented by each District Supervisor for Board approval.

 

Recommendation No. 1 will assist Fontana Police K-9 Pals (FPKP) by contributing funding to provide essential support for police dogs who protect the Fontana community. This contract serves the public purpose of providing for the health and safety needs of the Second District’s residents by assisting FPKP with purchasing and training new police dogs, providing veterinary care, and supplying essential equipment and handler training tools. FPKP is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 2 will provide financial support to Etiwanda Wrestling Booster Club, Inc. (EWBD) to the Etiwanda High School Girls Wrestling Team (Wrestling Team). This contract serves the public purpose of providing for the health and educational needs of the Second District’s residents by assisting EWBD with costs related to the purchase of the Wrestling Team’s uniforms, tournament fees, and transportation and travel costs to tournaments. EWBD is a non-profit organization. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

On February 8, 2022 (Item No. 30), the Board approved Contract No. 22-89 in the amount of $200,000 between the County and the Boys & Girls Club of Fontana (Fontana Club) to assist with the purchase and installation of outdoor flood lights for the Almeria, South Fontana, and Central Fontana Clubhouses, and purchase and installation of wireless security systems for the Almeria, South Fontana, Central Fontana, and East Fontana Clubhouses (collectively referred to as Clubhouses), for the period of February 8, 2022, through August 31, 2022. On December 19, 2023 (Item No. 40), the Board approved Contract No. 23-1377 with Fontana Club to reallocate remaining funds in the not-to-exceed amount of $200,000 that were previously awarded under Contract No. 22-89 towards the purchase and installation of outdoor flood lights, wireless security systems, concrete repairs, and replacement of landscape and irrigation systems at identified Clubhouses, retroactively effective for the period of February 8, 2022, through December 31, 2024. Fontana Club expended $75,314.68 of the $200,000 allocation under Contract No. 23-1377. Fontana Club is requesting to reallocate the remaining funds of $124,685.32 to support the All Hands on Decks youth disc jockey (DJ) and music education program designed to introduce youth ages 6 to 18 years old who are members of the Fontana Club to the art, history, and technical skills of DJ and music production at the Clubhouses. The Fontana Club will utilize this funding to hire a vendor to implement this music education program. Under Recommendation No. 3, the funding has been disbursed to Fontana Club under the approved Contract No. 22-89 and Contract No. 23-1377 and no additional funds will be provided to Fontana Club under this new contract. Per County Policy 05-10, non-profit organizations are not required to provide a minimum 25% matching contribution to the projects.

 

Recommendation No. 4 will provide funding to support the San Bernardino County Department of Behavioral Health (DBH) with The Reel Reality project which is a youth-driven film contest and awareness campaign. Young filmmakers are invited to produce short films that explore the impact of fentanyl in their communities. These films serve as powerful tools for education, prevention, and advocacy-highlighting real stories, emotions, and messages of hope. The minimum 25% matching contribution is not applicable because the funding is being allocated to another County department.

 

Under the Board Discretionary Fund Priorities Program contract terms, the CEO, at the direction of the Second District Supervisor, may extend the terms of the contracts, in writing, under the following conditions:

 

a.                     In aggregate, all extensions do not exceed 12 calendar months

b.                     Is specifically requested by the contractor;

c.                     Will not change the project goals or scope of services;

d.                     Is in the best interest of the County and contractor in performing the scope of services under the contract; and

e.                     Does not alter the amount of compensation under the contract.

 

Board discretionary funding allocations under the Priorities Program with community partners must be for projects or services of $10,000 or more as described in County Policy 05-10.  Additionally, contracts that include non-profit organizations, government entities, or educational institutions are non-competitive. Contracts with community partners that include for-profit organizations are to be processed according to existing County procurement policies. Contracts with other government agencies or for-profit organizations require a matching contribution of at least 25% of the proposed projects. All contracts shall be paid on a lump-sum basis or under other terms as approved by the Board.
