RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project No. 25-068, in the amount of $123,558, to conduct a feasibility study for the property located at 364 Mountain View Avenue, in the City of San Bernardino, to be occupied by the Sheriff/Coroner/Public Administrator.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments for the Capital Improvement Program Project to the 2024-25 Capital Improvement Program budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of additional Discretionary General Funding (Net County Cost) in the amount of $123,558 for the Project and Facilities Management Department (PFMD) to conduct a feasibility study of the building located at 364 Mountain View Avenue in the City of San Bernardino, to be occupied by the Sheriff/Coroner/Public Administrator (Sheriff).

BACKGROUND INFORMATION

The two-story, U-shaped building at 364 North Mountain View Avenue in the City of San Bernardino was constructed in 1940, and is made of reinforced, board-formed concrete with clay tile roofs. The building, previously occupied by the Public Defender’s Office, is now being considered to house the Sheriff’s Court Services Division. Given the building’s historical significance, the feasibility study is essential to assess its current condition, identify any immediate repair or replacement needs to comply with the latest building codes, and ensure that any necessary modifications are compliant with its historic status.

 

Approval of this item will authorize the study to conduct a thorough analysis of the building’s architectural, mechanical, electrical, and plumbing systems, in addition to its historical architectural status.

 

The recommended action will approve the Project and allow PFMD to oversee and manage the feasibility study.

 

PROCUREMENT

PFMD will return to the Board of Supervisors for approval of the Project’s environmental findings, plans and specifications, authorization to advertise for competitive bids, and ultimately award of the contract.
