Recommendation
1. Approve Program Supplement Agreement No. 00000A694 to State Master Agreement No. 08-5954S21 with the State of California Department of Transportation, to provide $263,000 in state Local Partnership Program funds toward the $526,000 costs for the Environmental Studies phase of the replacement of Three National Trails Highway Bridges, for the term of May 20, 2025 through June 30, 2029.
2. Approve Program Supplement Agreement No. 00000A703 to State Master Agreement No. 08-5954S21 with the State of California Department of Transportation, to provide $2,625,000 in state Local Partnership Program funds toward the $5,250,000 costs for the Environmental Studies phase of the replacement of 30 National Trails Highway Bridges, for the term of May 20, 2025 through June 30, 2029.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) was allocated $263,000 and $2,625,000 in state Local Partnership Program (LPP) funds to complete the Project Approval and Environmental Document (PA&ED) phase for the replacement of 33 National Trails Highway Bridges (Project). The total estimated cost to complete the Project’s PA&ED phase is $5,776,000 and funding for the Project was approved by the California Transportation Commission (CTC) at meetings held on August 16, 2024, and October 18, 2024, respectively. Pursuant to LPP guidelines, a 50% local match is required, which will be funded by the Department’s existing Discretionary General Fund allocation for the National Trails Highway bridges. Project costs will be reimbursed from the County’s state LPP grant allocation of $2,888,000, which is administered by the California Department of Transportation (Caltrans). Sufficient appropriation and revenue for the PA&ED phase are included in the Department’s 2024-25 Road Operations budget (6650002000 H15273/H15281) and will be included in future recommended budgets.
BACKGROUND INFORMATION
Each of the Project’s 33 bridges measure 20 feet in length, or less, and thus are ineligible for federal Highway Bridge Program funds. The Highway Bridge Program provides federal funds for the repair, rehabilitation, or replacement of bridges that are 20 feet or longer. LPP funds are an alternative funding source to begin the Project’s PA&ED phase.
The Board approved Project Funding Agreement 24-687 (Agreement No. 24-1003172) with the San Bernardino County Transportation Authority (SBCTA) on July 23, 2024 (Item No. 51). Under the agreement, the Project will receive the initial LPP grant allocation of $2,888,000 to complete the Project’s PA&ED phase. Per LPP formulaic guidelines, SBCTA is the administering agency eligible to receive formulaic funding. To allocate funds to the Project, SBCTA submitted the Project nomination to the CTC for programming. The CTC approved the allocation of LPP funds to the Project on August 16, 2024 ($263,000) and October 18, 2024 ($2,625,000), respectively.
Caltrans utilizes Master Agreements for state-funded projects, along with associated Program Supplement Agreements, for the purpose of administering and reimbursing state funds to local agencies. A local agency is required to execute the Master Agreement and the Program Supplement Agreement with Caltrans before it can be reimbursed for Project expenditures.
On September 21, 2021 (Item No. 34), the Board approved Master Agreement No. 21-687 (State Agreement No. 08-5954S21) for terms and conditions applicable to County transportation projects receiving state funds.
The Program Supplement Agreement identifies state and local funding types and amounts that will be used to finance the Project. The CTC approved reimbursing the County $263,000 and $2,625,000, respectively, from the state LPP allocation to complete the Project’s PA&ED phase. In order to receive reimbursement for Project costs, the Board of Supervisors (Board) must approve State Program Supplement Agreement Nos. 00000A694 and 00000A703 with Caltrans.
This action meets the County and the Chief Executive Officer’s goals and objectives of working cooperatively with Caltrans to ensure that the necessary agreements are executed in accordance with Caltrans guidelines to receive reimbursement for project expenditures.
