Recommendation

Approve three year Revenue Interim Use Permit with the Vietnamese Eucharistic Youth Movement for the use of a portion of Prado Regional Park for three days each year, June 26, 2020 through June 28, 2020, June 25, 2021 through June 27, 2021 and June 24, 2022 through June 26, 2022 to hold the Dai Hoi Nguon Song event, for total revenue in the amount of $13,250 each year.

FINANCIAL IMPACT

Approval of this Revenue Interim Use Permit (Permit) does not require the use of additional Discretionary General Funding (Net County Cost). Under this Permit, Vietnamese Eucharistic Youth Movement (Permittee) will pay the Regional Parks Department (Department) $13,250 in use fees each year for the use of Prado Regional Park (Park) as detailed in the below table:

All fees charged to the Permittee are consistent with the 2019-20 Board approved fee schedule.  Permittee will also submit a one-time contract preparation fee in the amount of $200 and a $5,000 deposit each year to be used to pay for any damages incurred due to the Permittee’s use the Park during the event. Permittee will be responsible for obtaining all necessary permits, licenses and applicable approvals as well as securing the required insurance for this event. Adequate appropriation and revenue have been included in the Department’s 2019-20 budget and will be included in applicable future recommended budgets. 

 

BACKGROUND INFORMATION

The Department operates and maintains nine regional parks including Prado Regional Park, located in Chino, California, and provides for the rental of park property through Board approved fees. The recommended Permit between the Department and Permittee allows for the use of the Park wherein the Department will receive a total of $13,250 for the next three years.  

 

The Permittee has been hosting this event since 2015 where youth group members camp, perform live skits, participate in games, activities, and religious celebrations.   

 

This recommended Permit aligns with the County and Chief Executive Officer Goal and Objective to Operate in a Fiscally-Responsible and Business-Like Manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.
