RECOMMENDATION(S)

Recommendation

1.                     Approve a budget increase to the Capital Improvement Program Project No. 23-196, in the amount of $1,527,344, increasing the total project budget from $799,811 to $2,327,155, to expand the scope of work to meet operational requirements of the Pretrial Services team, including the installation of restrooms and sinks at the pretrial release services modular office.

2.                     Approve the Capital Improvement Program Project No. 24-104, in the amount of $5,393,205, to remodel the facility located at 220. E. Buena Vista St. in Barstow, for the Multidimensional Anti-recidivism Partnership program, in order to develop a regional one-stop rehabilitative center for justice-involved adults.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the Probation Department’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Approval of the Recommendations will approve and adjust the Capital Improvement Program (CIP) Project’s budget authority funded by revenue increases in the 2023-24 Budget.

 

The table below reflects the budget adjustments requested by the Probation Department (Probation) to fund the Buena Vista Street Remodel CIP Project No. 24-104. The Pretrial Release Services Modular Office Project will be funded with a one-time allocation totaling $1,527,344 from the Judicial Council of California (JCC) for pretrial release services. The allocation must be encumbered or expended within the fiscal year. The County and Superior Court of California, County of San Bernardino (Courts) have a revenue Memorandum of Understanding with the JCC to fund Pretrial Program costs. Under this MOU, Probation is eligible to be allocated one-time and ongoing funding. Additionally, funding for the Buena Vista Street Remodel Project was approved by the Community Corrections Partnership (CCP) and included in Probation’s FY 2023-24 budget.

 

Approval of this item will allow the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to Probation’s 2023-24 budget:

BACKGROUND INFORMATION

On June 13, 2023 (Item No. 53), the Board of Supervisors approved the Pretrial Release Services Modular Office Capital Improvement Project No. 23-196, to procure and install a portable modular office to accommodate Probation staff working on the Pretrial Release Services program.

 

Recommendation No. 1 will authorize a budget increase in the amount of $1,527,344, increasing the total project budget from $799,811 to $2,327,155 to fund an enhancement in the scope of work for the Project (WBSE 10.10.1526), which will update the modular office to include restrooms and sinks, changing the configurations from a “dry” to a “wet” trailer. The scope of work includes the necessary plumbing and construction work.

 

Recommendation No. 2 will authorize a Capital Improvement Project in the amount of $5,393,205 to convert an existing County-owned building in the City of Barstow into a multi-purpose rehabilitative facility that offers justice-involved adults the opportunity to engage in classes, treatment, or vocational programs. On June 13, 2023 (Item No. 99), the Board of Supervisors approved the allocation of Assembly Bill 109 funding through the CCP for expansion of the Multidimensional Anti-recidivism Partnership program in the City of Barstow.

 

The program will provide a seamless flow of treatment, rehabilitative and personal development services from custody to community including immediate medical assessment and triage; mental health treatment and rehabilitative opportunities; basic living needs assessment and assistance; Fit-for-work needs assessment; and educational and vocational training opportunities.
