RECOMMENDATION(S)

Recommendation

Approve Amendments to Revenue Contracts with the following school districts for the provision of School Resource Officer services, extending the contract terms by one year from July 1, 2024 through June 30, 2025, for total annual revenue of $1,596,572:

1.                     Amendment No. 9 to Revenue Contract No. 15-501 with Victor Valley Union High School District, in the amount of $260,156 for one School Resource Officer.

2.                     Amendment No. 6 to Revenue Contract No. 18-380 with Oro Grande School District, in the amount of $260,156 for one School Resource Officer.

3.                     Amendment No. 7 to Revenue Contract No. 18-640 with Redlands Unified School District, in the amount of $295,793 for one School Resource Officer.

4.                     Amendment No. 3 to Revenue Contract No. 21-514 with Colton Joint Unified School District, in the amount of $780,467 for three School Resource Officers.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed amendments provide revenue in the total amount of $1,596,572 to fund six Deputy Sheriff positions to serve as School Resource Officers (SROs) for the 2024-25 school year.

 

The rates listed in Schedule A of each contract account is between 73% and 83% of the annual cost of a Deputy Sheriff and marked patrol units assigned to the districts and provide full cost recovery for services requested by each district. This provides between 190 and 215 days of service, consistent with the length of service requested by each district, and includes 10 additional days for any other services, such as in-service training, meetings, and report writing. Once the school year ends, Deputy Sheriffs assigned to SRO duties report back to their stations and perform regular patrol duties, which are funded within the Sheriff/Coroner/Public Administrator’s (Department) existing budget allocation.

 

Sufficient appropriation and revenue for these contracts will be included in the Department’s recommended 2024-25 budget.

The Department currently has revenue contracts with the following school districts, at their request, for the provision of SRO service at their campuses:

The latest amendments, approved by the Board on June 27, 2023 (Item No. 109), extended the contract terms through June 30, 2024.

 

The proposed amendments will extend each contract term from July 1, 2024 through June 30, 2025, and update the cost of service for the 2024-25 school year, allowing for the continuation of SRO services. In addition to peace officer duties, SROs provide mentoring to students and conduct presentations on youth-related issues. These contracts benefit the school districts and the Department by having a dedicated law enforcement presence, which helps create a safe environment for students and faculty.
