Recommendation
Approve Revenue Contract with the Department of State Hospitals - Patton (State Agreement No. 24-30079-000) to provide laboratory services, in the amount not to exceed $50,000, for the period of July 1, 2024 through June 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The laboratory services are reimbursable by the Department of State Hospitals - Patton (Patton) and are estimated to generate up to $50,000 in revenue to the Department of Public Health (DPH). Adequate appropriation and revenue will be included in the DPH 2024-25 recommended budget and in future recommended budgets.
BACKGROUND INFORMATION
DPH has been providing laboratory services to Patton since 2015. The recommended approval will allow DPH to provide laboratory services for Patton’s patients, when patients are referred directly by a Patton staff physician, emergency medical physician, or a physician contracted with Patton. Depending on the testing that is needed, specimens are collected by staff at Patton, or the patient is transported to the San Bernardino Health Center where DPH staff collect the specimens. Specimens are tested by the DPH lab and results are sent to the ordering physician at Patton, who shares the results with the patient.
Laboratory tests performed include those related to a variety of communicable diseases, including Tuberculosis and HIV. DPH will be reimbursed based on the Board of Supervisors (Board) approved fee schedule, or if the services are not detailed in the fee schedule, the actual cost of providing services will be invoiced.
On May 1, 2024, Patton contacted DPH to renew the Revenue Contract for laboratory services. DPH recommends the approval of the contract, as the services provide necessary testing for conditions of public health importance which promote the health and wellness of county residents.
