Recommendation

Approve Amendment No. 1 with the following agencies and individuals to provide Clinical Licensure Supervision Program services, updating a definition and general contract requirements provision regarding complaint and grievance procedures, and changing the name of one of the agencies from Linda Villanueva to Harmonic Resonance Healing, Counseling and Consulting LLC, with no change to the aggregate amount not to exceed $500,000 annually or the contract period of January 1, 2025 through December 31, 2030:

FINANCIAL IMPACT

Approval of this item will not require additional Discretionary General Funding (Net County Cost) as the amendments are non-financial in nature and do not impact the previously approved funding aggregate amount of $500,000 annually.

 

BACKGROUND INFORMATION

Children and Family Services (CFS) supports the professional development of its social worker staff through the Clinical Licensure Supervision Program (CLSP), which provides access to clinical supervision required for licensure as Licensed Clinical Social Workers, Licensed Marriage and Family Therapists, and Licensed Professional Clinical Counselors.  The CLSP aligns with the County’s goals to provide for the safety, health, and social service needs of residents by ensuring a well-trained and licensed workforce capable of delivering high quality, trauma-informed services to vulnerable children and families.

 

On December 3, 2024 (Item No. 16), the Board of Supervisors (Board), as a result of a formal procurement, approved contracts with six qualified vendors to provide CLSP services on a fee-for-service basis, in an aggregate amount not to exceed $500,000 annually, for the period of January 1, 2025 through December 31, 2030.  These contracts were written to establish a Board-approved list of qualified vendors and structured to allow flexibility in meeting the needs of the department and its staff.

 

During a recent review of invoices, a discrepancy was identified in the original executed contracts in how “Group Session” was defined in two different sections of the contracts, prompting clarification.  The language, as written, created ambiguity in the interpretation of allowable group supervision formats and related fiscal provisions.

 

The recommended amendment revises the definition of “Group Session” in Section A, Definitions, Paragraph 14 to align with the existing definition in Section F, Fiscal Provisions, Paragraph 2 of the contracts,  This ensures consistency in both sections of the contract and will eliminate any further invoicing discrepancies.  Additionally, the complaint and grievance procedures have been revised to include a complaint process for both the contractor and CFS staff.  Lastly, one provider, Linda Villanueva, requested that Contract No. 24-1179 be updated to reflect a new company name, Harmonic Resonance Healing, Consulting, and Counseling LLC.  Accordingly, Amendment No. 1 to Contract No. 24-1179 includes language to assign the contract to requested business name.

 

The contracts may be terminated by the County with 30 days written notice to the contractor.  County staff will monitor contract invoices at both the individual and aggregate levels to ensure total payments do not exceed the authorized amounts.
