Recommendation

Approve Amendment No. 2 to Agreement No. 00-1017 with the California State Department of Transportation for cost sharing of State highway electrical facilities at County road intersections, to update the cost distribution list for electrical facilities located at shared intersections, with no other changes to the Agreement.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).  The Department of Public Works (Department) is funded by Gas Tax revenue, fees, and other federal, state and local funding. The estimated cost of approximately $54,000 a year related to the updated maintenance and operation cost distribution list will be funded with Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2023-24 Road Operations Budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of this item will amend Agreement No. 00-1017 with the California State Department of Transportation (Caltrans) by updating the maintenance and operation cost distribution list for electrical facilities located at shared intersections (Exhibit “A”). This amendment will allow for a cooperative agreement with Caltrans for the cost sharing of maintenance and operation costs for facilities located at Stanfield Cutoff Roundabout and State Highway 38. These facilities include flashing beacons, traffic signals and their systems, safety lighting, and lighted street signs.

 

Caltrans is responsible for ownership and operation of signal and lighting systems on all State Highway routes in California.

 

On October 3, 2000 (Item No. 24), the Board of Supervisors (Board) approved Agreement No. 00-1017 with Caltrans, in which the County and Caltrans agreed to share the cost of maintaining and operating electrical facilities located at shared intersections. The agreement included an Exhibit “A”, which identified the locations and cost shares for the facilities. The agreement provided that Exhibit “A” would be amended as necessary by written concurrence of both parties to reflect changes to the system.

 

On June 26, 2012 (Item No. 59), the Board approved Amendment No. 1 to Agreement No.00-1017, in which the County and Caltrans agreed to an updated Exhibit “A”. This was done to reflect changes to the maintenance and operation cost distribution list for electrical facilities located at shared intersections by removing locations where there were no mutual agreements between the parties.

 

Caltrans has subsequently updated Exhibit “A”. Amendment No. 2 to Agreement No. 00-1017 reflects changes to the maintenance and operation cost distribution list for electrical facilities located at shared intersections and provided the updated list to the County on March 13, 2024. Approval of the updated Exhibit “A” will demonstrate the County’s written concurrence of the updated list.
