RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of the annual Continued Funding Application to the California Department of Education for the California State Preschool General Child Care and Development Program, in the amount of $3,467,859, for the period of July 1, 2025, through June 30, 2026.
2. Adopt Resolution, as required by the California Department of Social Services, authorizing the Chair of the Board of Supervisors, the Chief Executive Officer, or the Director of the Preschool Services Department to execute all required Continued Funding documents, in relation to the General Child Care and Development Program, subject to review by County Counsel.
3. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Preschool Services Department, to execute and submit the Continued Funding Application in relation to the General Child Care and Development Program, as required by the California Department of Education, on behalf of the County, subject to review by County Counsel.
4. Direct the Director of the Preschool Services Department to transmit the Continued Funding Application in relation to this grant to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Continued Funding Application (Application) in the amount of $3,467,859 to be submitted to the California Department of Social Services (State) for the General Child Care and Development Program (CCTR) does not require a local match.
BACKGROUND INFORMATION
The Preschool Services Department (PSD) operates the Head Start, Early Head Start, and State Preschool programs and serves more than 2,000 children in 31 locations through direct services throughout San Bernardino County (County). The programs provide education, health, cognitive, social/emotional, physical growth and development, and parent-involvement services for children ages zero to five with the overall goal of increasing the school readiness of young children in economically disadvantaged families.
PSD will use the CCTR grant funds to the provision of education, health, cognitive development, social-emotional development, physical growth and development, and parent involvement services for children ages zero to three. In addition, the CCTR grant funds will allow for the provision of referrals to health and social services for families and staff development opportunities to employees. These services are provided within a full-day childcare setting, with programs that include identification of mental health or disability needs, family engagement, and engagement with community programs and services. These services will address the lack of affordable infant and toddler care, thereby assisting low-income families by removing an obstacle to parents securing full-time employment.
To receive funding for this program, PSD must submit the Application on an annual basis. PSD requests approval to submit this Application in the amount of $3,467,859 for the period of July 1, 2025, through June 30, 2026, to provide full-day CCTR services to an estimated 150 children at an estimated annual cost of $23,119 per child.
The California Department of Education requires the County to adopt a Resolution authorizing executive level staff to execute all Application and State Revenue Contract documents, including any subsequent, non-substantive amendments, in relation to these programs, on behalf of the County. Approval of this item will adopt a Resolution, authorizing the Chair of the Board of Supervisors (Board), the Chief Executive Officer, or the Director of PSD to execute all documents in relation to these programs, on behalf of the County, subject to review by County Counsel.
Approval of this item will allow PSD to submit the 2025-26 CCTR Application to the State by the due date of January 31, 2025. Upon receipt of the CCTR award notification, PSD will return to the Board to accept funding and for approval of the grant award agreement(s).
