RECOMMENDATION(S)

Recommendation

Approve contracts with the following agencies to provide supportive services for seniors pursuant to the Modernization of Older Californian’s Act, in a total amount not to exceed $2,481,200, over the contract period of November 5, 2024 through March 31, 2026:

1.                     Assured Independence, in the amount not to exceed $45,930.

2.                     Foothill AIDS Project, in the amount not to exceed $685,053.

3.                     Inland Caregiver Resource Center, in the amount not to exceed $1,288,740.

4.                     Reach Out Morongo Basin, in the amount not to exceed $191,577.

5.                     Victor Valley Community Services Council, in the amount not to exceed $269,900.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total cost of $2,481,200 for supportive services is 100% State funded by the Modernization of Older Californians Act (MOCA). Adequate appropriation and revenue have been included in the 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department of Aging and Adult Services - Public Guardian (DAAS-PG) offers a wide variety of programs designed to help seniors and adults living with disabilities. DAAS-PG works to ensure seniors and adults with disabilities have the right to age in the least restrictive environment by developing services and programs to enrich the lives of needed clients.

 

These services and programs include Agewise, In-Home Supportive Services, Senior Information and Assistance, Multipurpose Senior Services Program, Senior Community Service Employment Program, Family Caregiver Support Program, Health Insurance Counseling and Advocacy Program, Legal Services, Prevention and Early Intervention, Long Term Care Ombudsman Program, Adult Protective Services, and conservatorship through the Office of the Public Guardian.

 

The Older Californian’s Act’s (OCA) first major amendment in 1996 established various Older Americans Act (OAA) programs and introduced additional Community Based Service Programs (CBSP) not found in the OAA. The additional programs were funded primarily by the State’s General Fund; however, budget cuts during the Great Recession left these programs authorized but unfunded. With the population of Californians over the age of 60 increasing, reinvestment into OCA programs is essential. Through funding from the California Department of Aging, MOCA seeks to modernize, advance, and expand CBSP where there are opportunities for continued sustainability.

 

DAAS-PG will utilize the MOCA funding to provide supportive services to address the evolving needs of older adults, people with disabilities, and their caregivers. Supportive Services Programs provided through the contracts in the Recommendation enable older adults to access services that address functional limitations, promote socialization, continued health and independence, and protect elder rights.

 

Approval of this item will allow DAAS-PG to contract with the agencies listed in the Recommendation to provide services to older adults and adults with disabilities throughout the county.

 

PROCUREMENT

On June 24, 2024, the County Administrative Office approved and authorized the release of a Request for Proposals (RFP) to solicit proposals from qualified agencies to provide supportive services pursuant to the guidelines of MOCA funding to older adults and adults with disabilities. RFP No. DAAS-PG-OAAGI-5152 was posted on the Electronic Procurement Network (ePro) and mailed to prospective vendors. A formal procurement was conducted, and five responsive proposals were received as follows:

The proposals were evaluated by a panel of subject matter experts to determine the best value for the County. Based on that evaluation, all bidders were found responsive and awarded.

 

Contractor performance will be measured by reviewing monthly reports to monitor compliance with the administrative, fiscal and program requirements of the contract. The program requirements include minimum unit requirements and unduplicated client numbers to promote the wellbeing of as many older adults and adults with disabilities as possible. The contracts may be terminated by the County immediately in the event funds are not available, and without cause by serving a written notice to any contractor 30 days in advance of termination.
