RECOMMENDATION(S)
Recommendation
1. Accept Allocation Agreement (State Agreement No. 26-STI20) from the California Department of Public Health, Sexually Transmitted Diseases Control Branch for the Sexually Transmitted Infection Prevention and Collaboration Program, in the amount of $4,730,405, for a five-year period of July 1, 2026 through June 30, 2031.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or the Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments for the period of July 1, 2026 through June 30, 2031, in relation to the allocation agreement, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the allocation agreement, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The grant in the amount of $4,730,405 from the California Department of Public Health (CDPH) does not require a local match. CDPH will reimburse DPH for eligible expenditures, in an amount not to exceed $946,081, by fiscal year. Adequate appropriation and revenue will be included in the Department of Public Health’s (DPH) 2026-27 recommended budget and future recommended budgets.
BACKGROUND INFORMATION
The California Code of Regulations requires that area physicians, laboratories, schools, and hospitals to report more than eighty diseases and conditions to DPH. Under this program, the department works to reduce the spread of communicable diseases, including STIs, by investigating reported diseases, implementing control measures, tracking disease trends, and identifying potential sources of disease outbreaks. DPH’s Communicable Disease Section (CDS) operates the Sexually Transmitted Infection (STI) Prevention and Collaboration Program intended to prevent and control STIs that arise throughout the county.
CDPH awards funds to local health jurisdictions to support STI prevention and control activities based on criteria from the California Health and Safety Section 120511 and STI incident rates. DPH has received this grant funding since 2016. DPH will use the funds to continue STI prevention and control activities, including, but not limited to, monitoring, preventing, testing, treatment and linkage to and retention in care activities for the most vulnerable and disadvantaged individuals with a STI (or at high risk of contracting an STI).
As required by the grant award, DPH will use no less than 50 percent of the funds to support activities in partnership with community-based organizations (CBO) or non-profit health care providers that meet the requirements indicated in the grant details, including providing community resources for prevention and control activities. Selection of CBOs or non-profit health care providers will be done through a competitive Request for Qualifications process.
On November 14, 2025, DPH received the allocation notice (State Agreement No. 26STI-20) from CDPH, in the amount of $4,730,405, for a five-year period of July 1, 2026 through June 30, 2031. DPH is required to submit an annual workplan and budget for the 2026-27 with the acceptance of award to the State by March 27, 2026, and will submit the workplan and budget for 2027-28 next year for the remainder of this allocation.
