Recommendation
Approve Revenue Agreement with Mammoth Mountain Ski Area, LLC, generating gross revenue in the amount of $75,810 for the five-year period of July 1, 2021 to June 30, 2026, with the option to extend up to five additional years, for the disposal of biosolids at the Barstow Sanitary Landfill.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Department of Public Works - Solid Waste Management Division (SWMD) is funded by fee revenue. SWMD establishes fees that are charged to the public and other agencies for utilization of the County’s Waste Disposal System. It is anticipated that Mammoth Mountain Ski Area, LLC (MMSA) will dispose of up-to 150 tons of biosolids per year. MMSA will be charged the published Gate Rate, plus a Special Handling fee, in accordance with the County’s Fee Ordinance. Based on current fees (Gate Rate of $47.25 plus Perchlorate Fee of $0.69 and Special Handling of $53.14, totaling $101.08), this Agreement could generate revenue of up-to $75,810 for SWMD during the five-year contract term. However, the annual tonnage delivered by MMSA may be less than anticipated, and the total revenue will be adjusted accordingly.
BACKGROUND INFORMATION
This Agreement will allow SWMD to dispose of dried biosolid waste from MMSA’s percolation ponds in Mammoth Lakes, California at the Barstow Sanitary Landfill.
Biowaste from the percolation ponds at MMSA are routinely dried to greater than 50% solids and will be sampled in accordance with the Waste Acceptance Plan for the Barstow Sanitary Landfill to ensure the analytical results indicate the material is suitable for disposal at a Class III Municipal Solid Waste Landfill Facility. All biosolid materials must be disposed of in a timely, biosecure, and environmentally responsible manner. Permitted Class III landfills are an important option for the disposal of the dried biosolids.
This Agreement is being proposed pursuant to County Code §33.08151 of Title 3, Division 3, Chapter 8, Article 9: Out-of-County Refuse, which states that refuse haulers or generators may discharge solid waste generated in counties other than San Bernardino County at facilities within the County Solid Waste Disposal System, if and only to the extent provided for in a written contract entered into with the County allowing for such disposal, on payment of all fees applicable to the discharge of such solid waste, as specified in §16.0222 of the San Bernardino County Code.
The recommended action supports the goals and objectives of operating in a fiscally-responsible and business-like manner by assisting MMSA with the burial of the dried biosolids at a permitted Class III landfill in an environmentally responsible manner.
