RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of the San Bernardino County Fire Protection District, approve the Capital Improvement Program Project No. 26-150, in the amount of $541,060, for the Fire Station 25 Covered Parking Installation Project located in Crestline.

2.                     Acting as the governing body of San Bernardino County:

a.                     Approve the Capital Improvement Program Project No. 26-150 in the amount of $541,060 for the Fire Station 25 Covered Parking Installation Project located in Crestline.

b.                     Approve the budget decrease in the amount of $774,923, from $1,297,435 to $522,512, to Capital Improvement Program Project No. 25-006, for the Fire Station 26 Covered Parking Installation Project in Twin Peaks.

c.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments, as detailed in the Financial Impact section, for the projects identified in Recommendation Nos. 1 and 2 (Four votes required).

FINANCIAL IMPACT

Approval of the recommendations will not result in the use of Discretionary General Funding (Net County Cost). The Capital Improvement Program (CIP) project, Fire Station 25 Covered Parking Installation Project (CIP Project No. 26-150), will be funded by the San Bernardino County Fire Protection District (SBCFPD) Mountain Regional Service Zone through cost savings from the Fire Station 26 Covered Parking Installation Project (CIP Project No. 25-006). Sufficient appropriation is included in SBCFPD’s 2025-26 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

SBCFPD provides emergency and fire protection services to over 60 communities and unincorporated areas covering over 20,160 square miles within the County.  SBCFPD is committed to providing the highest level of service in the most efficient and cost-effective manner to the citizens and communities it serves.  The CIP projects described below will ensure SBCFPD facilities are equipped with the necessary resources to allow SBCFPD staff to respond to the safety, health, and social service needs of county residents.

 

Fire Station 25, located in Crestline, has experienced increased costs in vehicle and equipment repairs and replacement due to the harsh elements that damage the vehicles and equipment when left exposed and vulnerable to the elements. Approval of CIP Project No. 26-150 for the Fire Station 25 Covered Parking Installation Project will allow SBCFPD to proceed with the purchase and installation of a covered parking structure necessary to safeguard the vehicles and equipment, minimize repair and replacement costs and extend operational life, at an estimated cost of $541,060.

 

On June 11, 2024 (Item No. 110), the Board of Directors approved the CIP Project No. 25-006, located in Twin Peaks with a budget of $1,297,435. Following a scope modification to utilize a prefabricated system rather than a fully site built approach, project costs were reduced by $774,923, resulting in a revised total project cost to $522,512.  Approval of the budget decrease for the CIP Project No. 25-006 will allow SBCFPD to reallocate budget to fund the proposed Fire Station 25 Covered Parking Installation Project (CIP Project No. 26-150).

 

The Project and Facilities Management Department will manage both projects for SBCFPD.

 

PROCUREMENT

Selection of the contractors for the various CIP projects will be in accordance with the County’s procurement policies and procedures.
