RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of a combined supplemental grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the total combined amount $667,438 in cost-of-living funding for the following programs, for the period of July 1, 2021 through June 30, 2022:
a. Head Start Program in the amount of $573,058.
b. Early Head Start Program in the amount of $70,228.
c. Early Head Start - Child Care Program in the amount of $24,152.
2. Approve and authorize the submission of a supplemental grant application to the United States Department of Health and Human Services, Administration for Children and Families, in the amount of $1,300,187, for the Head Start Program for costs incurred for the prevention, preparation, and response to COVID-19, for the period of April 1, 2021 through March 31, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The United States Department of Health and Human Services, Administration for Children and Families (ACF) supplemental grant applications for the Head Start, Early Head Start, and Early Head Start - Child Care Partnership (EHS-CCP) programs cost-of-living (COLA) funds in the amount of $667,438 and the Head Start Program COVID-19 funds in the amount of $1,300,187, do not require a non-federal match.
BACKGROUND INFORMATION
Head Start, Early Head Start, and EHS-CCP programs provide comprehensive, developmental and preschool services to eligible children and their families through collaborative partnerships with child care providers and agencies countywide. PSD intends to utilize the COLA funds to meet and confer with Teamsters Local 1932 to propose an increase of 1.22% in the hourly rate of pay and fringe benefits for approximately 708 Head Start, Early Head Start, and EHS-CCP contract employees. In addition, the COLA funds will be utilized to provide a 1.22% increase, subject to any meet and confer obligations, to PSD contracted service providers and delegate agencies that deliver program services to San Bernardino County Head Start children. PSD will utilize the COVID-19 funds to purchase safety items at all PSD Head Start locations to enable staff to remain safe and follow COVID-19 safety protocols implemented at each site. In addition, the COVID-19 funds will be utilized for continued support of distance learning, telecommuting, program salaries and benefits, and contracted services.
On March 25, 2021, PSD was notified by AFC of supplemental COLA funding for the Head Start, Early Head Start, and EHS-CCP programs, in the combined amount of $667,438, for the period of July 1, 2021 through June 30, 2022. On March 29, 2021, PSD was notified by AFC of supplemental COVID-19 funding for the Head Start Program, in the amount of $1,300,187 for the period of April 1, 2021 through March 31, 2023. ACF is accepting the submission of these supplementmental grant applications through May 27, 2021. Upon Board of Supervisors approval, the supplemental applications will be submitted electronically to ACF.
