RECOMMENDATION(S)
Recommendation
1. Find that the Mojave Splash Pad Reconstruction Project in Victorville is exempt under the California Environmental Quality Act Guidelines, Section 15301(e)(1)(2)(A)(B), Class 1, Existing Facilities and Section 15302(b), Class 2, Replacement of a Commercial Structure.
2. Approve the plans and specifications for the Mojave Splash Pad Reconstruction Project located at 18000 Yates Road in Victorville.
3. Authorize the Director of the Project and Facilities Management Department to advertise for competitive bids for the Mojave Splash Pad Reconstruction Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Mojave Splash Pad Reconstruction Project (Project) (WBSE 10.10.1436) with a budget of $4,603,228, is funded from the American Recovery Plan Act for eligible costs as approved by the Board of Supervisors as part of the 2024-25 Capital Improvement Program (CIP) budget.
BACKGROUND INFORMATION
The recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Victorville. The Project will replace the existing restroom/shower building with an Americans with Disabilities Act (ADA) compliant prefabricated shower and restroom building, replace the aged existing splash pad, water features, and equipment with an expanded splash pad, recirculating water treatment system, new equipment enclosure, ADA compliant play structure, water features, parking, and path of travel.
The Project would increase park attendance and create a destination attraction for the High Desert communities, while mitigating accessibility challenges for individuals covered by the ADA.
It is recommended the Board of Supervisors (Board) determine the Project to be categorically exempt from further review Section 15301(e)(1)(2)(A)(B), Class 1, of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations), which allows minor alteration of existing public facilities and equipment involving negligible or no expansion of existing use and Section 15302(b), Class 2, of the CEQA Guidelines (Title 14, California Code of Regulations), which allows replacement or reconstruction of existing structures where the new structure will be located on the same site and will have substantially the same purpose as the structure replaced.
This Project is consistent with County Administrative Office approved CIP Project No. 23-140.
PROCUREMENT
PFMD will advertise for competitive bids for the Project on August 9, 2024. A mandatory Pre-bid meeting for prospective bidders is scheduled to be conducted on August 20, 2024, at 9:00 a.m. at Mojave Narrows Regional Park, 18000 Yates Road in Victorville, at the proposed Project site. The bid opening for the Project is scheduled for September 10, 2024, at 2:00 p.m. at PFMD 620 S. E Street, San Bernardino, CA 92415.
Once PFMD has identified the lowest responsible and responsive bidder, an item will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
