RECOMMENDATION(S)
Recommendation
1. Approve Revenue Agreement with the City of Yucaipa for emergency dispatch services for its Code Enforcement division, Public Works and Parks departments, provided by the Sheriff/Coroner/Public Administrator, for the period of July 1, 2021 through June 30, 2023.
2. Authorize the Sheriff/Coroner/Public Administrator to revise and execute Schedule A to the Revenue Agreement with the City of Yucaipa for 2022-23, based on the Board of Supervisors approved amount for emergency dispatch services, as reflected in the Sheriff/Coroner/Public Administrator law enforcement services contracts for 2022-23, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator to transmit all documents in relation to this Revenue Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The City of Yucaipa will reimburse the Sheriff/Coroner/Public Administrator (Department) for emergency dispatch services in the amount of $17,660 for 2021-22, which includes full recovery of both direct and indirect costs of providing service, and is included in the Department’s 2021-22 recommended budget. The total estimated annual revenue for the provision of these services will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department provides dispatch services to various outside agencies using existing personnel and equipment, with minimal operational impact, for emergencies and non-emergencies. The recommended Revenue Agreement with the City of Yucaipa provides for annual review of the fee schedule (Schedule A) to ensure proper cost recovery to the County. The Department is seeking authorization to revise and execute the Schedule A to reflect future amounts as approved by the Board of Supervisors for emergency dispatch services in the law enforcement services contracts for fiscal year 2022-23.
The City of Yucaipa has requested a new agreement for emergency dispatch service for its Code Enforcement Division, and both the Public Works and Parks departments. The proposed agreement is for the term of July 1, 2021 through June 30, 2023, the date upon which all contracts for this service will terminate. Under the term of the proposed agreement, either party may terminate with ninety (90) days advance written notice.
